About this file
This is a Memorandum for Record documenting a sole-source justification for limiting competition on a simplified acquisition below the SAT threshold. The requiring activity is the Director of Emergency Services at Carlisle Barracks, Pennsylvania, and the contracting activity is the Mission and Installation Contracting Command—Carlisle Barracks (MICC-CB). The procurement involves programming 30 Motorola portable radios for the Carlisle Barracks Fire Department to comply with Cumberland County 911 Communications' operating channels, enabling both non-emergency and emergency communications with the county 911 system and mutual aid partners. This is a one-time programming requirement with a period of performance of 16 February 2026 and fixed-price contract type to be funded through Operations & Maintenance, Army (OMA).
The sole-source justification cites FAR 13.106-1(b)(1), asserting that Motorola Solutions is the only authorized vendor available due to exclusive licensing agreements with Cumberland County 911 Communications. Market research was conducted by Assistant Fire Chief Eric Bender and base radio personnel, confirming that only Motorola Solutions holds the necessary licenses to provide programming updates for this portable radio type. An alternative vendor, Moyer Communications, was also contacted and provided the same information. The Contracting Officer, William Byrne, certified that the anticipated cost is fair and reasonable, that the justification is accurate and complete, and that proceeding as sole-source is in the Government's best interest. Public display and synopsis requirements under FAR 5.101 and FAR 5.203 will be followed.
