Sources Sought Synopsis Summary

This is a Sources Sought Notice issued by the U.S. Army for programming services related to Carlisle Barracks Fire Department portable radios. The government intends to award a sole source firm fixed price contract to Motorola Solutions for programming all portable radios with operating channels on the new Cumberland County 911 Communication radio system. The requirement is justified under FAR 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold, citing Motorola Solutions as the sole vendor assigned by Cumberland County to provide programming services for departments using Motorola radios. The service is critical for emergency and non-emergency communication between Carlisle Barracks and Cumberland County Communications and represents a life safety necessity for fireground operations.

The government is actively seeking alternative vendors to support a competitive procurement and encourages all interested businesses—including small businesses in all socioeconomic categories (8(a), SDB, HUBZone, SDVOSB, WOSB)—to submit capability information. This notice does not constitute a request for quotes or proposals and does not commit the government to contract. Responders should provide firm identification, contact information, business size and certifications, prime or subcontractor interest, relevant experience on similar requirements, commercial availability and pricing data, recommendations for structuring competition, and suggestions for improving the Army's approach. The requirement is classified under NAICS code 513210 (Software Publishers) and PSC code DA10 (Information Technology Equipment Software, Supplies and Support Equipment). Interested vendors should monitor the Governmentwide Point of Entry for future competitive solicitation releases.

SOURCES SOUGHT SYNOPSIS

THIS IS A Sources Sought Notice ONLY. The U.S. Government currently intends to award a contract for the programming of all Carlisle Barracks Fire Department portable radios with operating channels on the new Cumberland County 911 Communication radio system.on a SOLE SOURCE basis but is seeking vendors that may be able to perform this requirement in order to support a competitive procurement. Accordingly, the U.S. Government highly encourages all interested businesses (large and small) to respond to this Sources Sought Synopsis. In addition, small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), must describe their identifying capabilities in meeting the requirements at a fair market price, i.e., information which may help support a set-aside.

The intent is to award the proposed sole source firm fixed price contract to Motorola Solutions to procure the radio programming services. This process is very limited in vendors. In this case Motorola Solutions has been the sole vendor assigned by Cumberland County to provide programming for any department that has purchased the Motorola radios.

The statutory authority for the sole source procurement is FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization). Attached is the full Sole Source Justification and the Product Specifications document.

This will be the only means of emergency and non-emergency communication between Carlisle Barracks and Cumberland County Communications and responding emergency mutual aid partners. Not having these operating channels creates a life safety hazard for fireground operations.

This notice does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The NAICS code is: 513210 Software Publishers; PSC code: DA10 - Information Technology Equipment (Including Firmware) Software, Supplies and Support Equipment.
