About this file
This is a Single Source Justification document for a federal procurement under the Department of Veterans Affairs' simplified acquisition procedures for awards exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold.
The contracting activity is the Veterans Integrated Service Network (VISN) 10, Cleveland Veterans Affairs Medical Center (CLE VAMC) Network Contracting Office (NCO) 10, for Transaction 541-26-4-250-0495. The procurement is for a firm-fixed-price purchase order to procure and install Baxter/Hill-Rom Helux Pro Hybrid Operating Room Surgical Light Systems and associated components to replace existing end-of-life iLED7 surgical light systems in the Hybrid Operating Rooms. Required items include 2 Helux Pro Hybrid Operating Room Surgical Lightheads, 4 Helux Pro Hybrid Surgical Lightheads (Third-Party Arm Configuration), 2 4K Camera Systems for Helux Pro, 4 Mavig X-Ray Radiation Shields (24 x 30 in.), along with 6 each of installation services, de-installation services, inside delivery, and trash removal. The estimated delivery date is 20 weeks. The estimated dollar value is redacted.
Market research conducted on August 3, 2026, reviewed GSA Advantage, National Contracts, ECAT, SAM.gov, Interagency Contract Directories, NAC, SEWP, FPDS, SCMC, OMB, BIC, and SBA Small Business Search databases using keywords including "Hybrid Operating Room Surgical Light." The contracting officer determined that the Hill-Rom Helux Pro system was the only commercially available surgical lighting system capable of meeting the Government's minimum requirements for advanced surgical illumination, integrated 4K imaging capability, compatibility with existing operating room infrastructure, and integrated laminar airflow cutouts. The Nonmanufacturer Rule applies under NAICS 339112 without an SBA waiver, and the Rule of Two could not be met as no certified SDVOSB/VOSB vendors were identified. The procurement is therefore recommended to proceed as a competitive open market acquisition among qualified contractors, including Geo-Med, LLC and Hill-Rom, Inc./Baxter. Contracting Officer Rachelle J. Hamer certified the justification on August 3, 2026.

The acquisition will replace the existing end-of-life (EOL) iLED7 surgical light systems installed in the Hybrid Operating Rooms. The replacement systems will provide advanced surgical illumination, integrated 4K imaging capability, compatibility with the existing Hybrid Operating Room infrastructure, active warranty coverage, and improved long-term supportability to support the delivery of safe, high-quality surgical care.

ESTIMATED DOLLAR VALUE:
REQUIRED DELIVERY DATE: 20 Weeks
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Hill-Rom, Inc./Baxter Helux Pro Hybrid Operating Room Surgical Light System is an advanced surgical lighting platform designed to support hybrid operating room procedures through integrated lighting, imaging, and operating room compatibility. The system incorporates Automatic Pattern Assist technology, which automatically maintains a consistent illuminated field diameter throughout an 80–130 cm
Effective Date: 12/30/2025 Page 2 of 3 Acquisition ID# 36C250-26-AP-4345 working distance, integrated 3D topographic sensor-based automatic shadow management, unlimited lighthead rotation, automatic light intensity adjustment, and a High Intensity Indicator warning feature. Each lighthead is factory-configured to be 4K camera-ready with interchangeable camera module capability and unlimited camera rotation. The lightheads also incorporate integrated laminar airflow cutouts to support operating room environmental requirements. In addition, the system features a transferable factory camera-ready architecture, allowing any lighthead to be upgraded in the field to an integrated 4K camera configuration without replacing the lighthead, suspension arm, or existing ceiling infrastructure.
The requested system is required to replace the existing end-of-life (EOL) iLED7 surgical light systems installed in the Louis Stokes Cleveland VA Medical Center (CLE VAMC) Hybrid Operating Rooms. The Government requires a complete replacement solution that provides advanced surgical illumination, integrated 4K imaging capability, compatibility with the existing Hybrid Operating Room infrastructure, compatibility with the required Mavig X-ray radiation shields, and all associated components, installation, de-installation, and support necessary to provide a fully operational surgical lighting system. These capabilities are necessary to maintain operational readiness of the Hybrid Operating Rooms, improve long-term supportability, and ensure continued delivery of safe, high-quality surgical care.
4. Description of market research conducted and results or statement why it was not conducted: The Contracting Officer, working with the service, to conduct market research to identify commercially available surgical lighting systems capable of meeting the Government's minimum requirements for the Hybrid Operating Rooms.
Before beginning that research, the Government identified the minimum functional requirements for the replacement system. At a minimum, the required system had to replace the existing end-of-life iLED7 surgical light systems, provide high-quality surgical illumination suitable for Hybrid Operating Room procedures, be compatible with the existing operating room infrastructure, include integrated 4K imaging capability, accommodate the required Mavig radiation shields, and include all components, installation, de-installation, and support necessary to provide a complete, fully operational replacement system.
On August 3, 2026 the Contracting Officer reviewed GSA Advantage, National Contracts, ECAT, SAM.gov, Interagency Contract Directories, NAC, SEWP, FPDS, SCMC, OMB, and BIC using the keyword "Hybrid Operating Room Surgical Light." SBA Small Business Search was also reviewed under NAICS 339112, using the keywords "surgical light," "operating room light," and "hybrid operating room surgical light."
Market research did not identify any other commercially available surgical lighting system capable of meeting the Government's minimum requirements. No products or qualified vendors were identified through the Government acquisition sources reviewed that could
Effective Date: 12/30/2025 Page 3 of 3 Acquisition ID# 36C250-26-AP-4345 provide a complete replacement solution compatible with the existing Hybrid Operating Room configuration and the required associated components.
Based on the market research conducted, the Hill-Rom, Inc./Helux Pro Hybrid Operating Room Surgical Light System was identified as the only system capable of meeting the Government's minimum requirements for this acquisition.
The Nonmanufacturer Rule (NMR) applies to this procurement under NAICS 339112 and SBA has not provided a waiver. Market research determined that the VA and SBA Rule of Two could not be met, as no certified SDVOSB/VOSB vendors were identified capable of meeting the Government's requirement. Accordingly, this procurement is recommended to proceed as a competitive open market, among qualified contractors, including Geo-Med, LLC and Hill-Rom, Inc./Baxter.
Contracting Officer's Certification: Purchase is approv ed in accordance with RFO 12. I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
