Special Notice

NOTICE OF INTENT TO SOLE SOURCE

Hybrid Light Upgrade

The Department of Veterans Affairs Cleveland Veterans Affairs Medical Center (CLE VAMC), 10701 East Blvd., Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.106-(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339112 with a small business size standard of 1,000 employees. The Department of Veterans Affairs (VA) intends to solicit and negotiate for a Hybrid Light Upgrade. Quotations may be submitted by Hill-Rom, Inc./Baxter, the original equipment manufacturer (OEM), or its authorized distributor, GeoMed, LLC.

The CLE VAMC requires replacement of the existing end-of-life (EOL) iLED7 Hybrid Operating Room Surgical Light Systems and associated components. This requirement is being conducted as a brand-name acquisition because market research determined that the Baxter/Hill-Rom Helux Pro Hybrid Operating Room Surgical Light System meets the Government's minimum requirements while maintaining compatibility with the existing Hybrid Operating Room infrastructure and the required Mavig X-ray radiation shields. The required system provides advanced surgical illumination, integrated 4K imaging capability, Automatic Pattern Assist technology, integrated 3D topographic sensor-based automatic shadow management, automatic light intensity adjustment, unlimited lighthead rotation, factory 4K camera-ready lightheads with interchangeable camera module capability, integrated laminar airflow cutouts, and a transferable lighthead architecture that allows future 4K camera upgrades without replacement of the lighthead, suspension arm, or existing ceiling infrastructure. Procuring an alternate manufacturer's system could require replacement or modification of existing operating room infrastructure and associated components, increase implementation complexity and staff training requirements, and negatively affect standardized clinical workflows. The requested Baxter/Hill-Rom Helux Pro system will maintain compatibility with the existing Hybrid Operating Room environment while providing long-term manufacturer support and maintaining operational readiness for surgical services.
