About this file

This is a Single Source Justification (Simplified Acquisition) document for the procurement of 4 F-16 Model C Fuel Cells (NSN: 1560-01-322-9987WF, Part Number 320-4-45550-105) at an estimated total cost of $240,000 ($60,000 each unit). The contracting activity is OL: H/PZABA for the F-16 Structures Sustainment Program.

The justification explains that AllClear Aerospace & Defense, Inc., as an authorized distributor for Meggitt (Rockmart) Inc., is the only viable source due to urgent need following the March 2024 contract termination of American Fuel Cell and Coated Fabrics (AMFUEL). Normal procurement would result in a 47-week lead time, causing 37,979 MICAP hours and loss of 825.6 flying hours. AllClear can deliver within one week and was the only respondent to a Sources Sought posted on SAM.gov (November 18-29, 2024). The document notes efforts to develop new suppliers through SBIR contracts and includes a Contracting Officer's determination dated December 2, 2024, confirming the single-source justification under FAR 13.106-1(b)(1).

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL: H/PZABA

Project/Program Name: F-16 Model C Fuel Cell

Purchase Request / Local ID Number: TBD

Estimated Contract Cost (including Options): $240,000.00

Section B: Description of the Supplies/Services Required

The requirement is to procure 4 each F-16 Model C Fuel Cells spares, NSN: 1560-01-322-9987WF (Part Number 320-4-45550-105), manufactured by Meggitt (Rockmart) Inc. from Meggitt's authorized distributor, AllClear Aerospace & Defense, Inc. at an estimated unit cost of $60,000.00 each. This requirement is for the support of the F-16 Structures Sustainment Program and will be used by the US Air Force F-16 Weapon System.

Section C: Justification for Soliciting from a Single Source or Brand Name

Only One Responsible Source - No Other Supplies or Services Will Satisfy Agency Requirements 6.302-1 – 10 USC 3204(a) (1). In March 2024, the Government terminated a contract with American Fuel Cell and Coated Fabrics (AMFUEL) due to default for 7 each of these Fuel Cells, and they were removed as a qualified source from the Screening Analysis Worksheet (761), thus putting our needed requirements further behind schedule. Normal conventional procurement procedures would result in an unacceptable delay to the Government due to an approximate 47 week lead time to production which would result in an increase of 37,979 Mission Impaired Capability Awaiting Parts (MICAP) hours and loss of 825.6 Flying Hours and 465.6 Sorties. AllClear Aerospace & Defense, Inc. has the required parts in stock with a one week lead time to ship. Any other source besides Meggitt (Rockmart) Inc., Lockheed Martin Corporation, and AllClear Aerospace & Defense Inc., would have to submit a Source Approval Request (SAR) package for the Government's review and approval, in order to become a qualified and approved source, which would take longer than the Government can wait to satisfy its current requirement for these parts.

Section D: Efforts to Obtain Competition

In May 2024, 416th SCMS/GUEAA conducted Market Research and also in September 2024, the 416th SCMS/GUMAE Logistics Management Specialist conducted a vendor search and survey for prospective sources. Restrictions on Government funding for source qualifications make it hard to attract new Fuel Cell sources, as each source is required to design and build a wet test fixture. A Sources Sought Synopsis was posted under FA8212-25-SSS-F16FC 2 November 18, 2024 at www.sam.gov and closed on November 29, 2024. AllClear was the only source to respond to the source sought. They stated they had 4 each Model C Fuel Cells NSN 1560013229987WF on hand and ready to ship, with a manufactures standard warranty of 12 months after date of delivery. They also provided a letter that represents (Parker )Meggitt's formal authorization for AllClear Aerospace and Defense Inc. to stock and distribute (Parker) Meggitt's F-16 Fuel Bladders; this agreement is valid until September 15, 2025.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 416th SCMS/GUEAA team teamed with DLA in three SBIR contracts for qualification of new suppliers, with one vendor expected to be fully qualified by November of 2024, this has been a three year project.

One of the suppliers never met the requirement and was shut down. The third supplier was bought out by a large company, shutting down the project, however the 416th SCMS has since re-initiated this effort through the Maintenance Engineering Project Sustainment Tool (MPST) with FY25 funding.
