About this file
This is a Single Source Justification (Simplified Acquisition) document for a $20,000 Lenel Access Control/NeBULA project for AFRL, managed by contracting activity PZIO. The document justifies sole-source procurement of Lenel access control systems and installation services.
The scope of work includes installing LSP4 enclosures, LNL-2220 and LNL-1320 controllers, HID PIV Class readers, and associated hardware in rooms 111, 111A, 112A, and 112B. Key deliverables include installation of door controllers, electric strikes, power supplies, backup batteries, and cabling; programming of Lenel software; system testing; 2 hours of training; and documentation. The justification states that AFRL requires Lenel brand equipment to maintain compatibility with existing systems across facilities, as using different brands would require costly complete system replacement. Though this is a brand-name requirement, two businesses have shown interest in providing estimates. The contracting officer, Erik W. Owens, determined on March 3, 2025 that only a single source is reasonably available per FAR 13.106-1(b)(1).

Section C: Justification for Soliciting from a Single Source or Brand Name
AFRL has LENEL access control systems installed in their facilities enabling connectivity from all remote facilities back to a single database. Use of other brand equipment would require complete system replacement at a substantial cost to the government without providing any benefit. Consistency with hardware/software is required for current connectivity, upgrades, maintenance training and compatibility issues in the future.
Section D: Efforts to Obtain Competition
This justification is brand name requirement and there are two business that have shown interest in providing estimates in our area.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
AFRL continues to survey the market for equipment that meets the governments requirements and at the time will strive for competition.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
