DEPARTMENT OF THE AIR FORCE

AIR FORCE RESEARCH LABORATORY (AFRL)

EGLIN AIR FORCE BASE, FLORIDA

MEMORANDUM FOR: AFTC/PZIOC FROM: AFRL/RWOI (28-Feb-2024)

SUBJECT: ACS Statement of Work for the NEBULA Bldg. 13, Eglin AFB, FL

RENO Rm 111/112 NEBULA This memorandum provides the Statement of Work for the installation of Lenel access control system in Rm 111/112 Bldg. 13.

1. Scope of Work

A. NEBULA Installation and equipment

Scope- Room 112B

1. Install (1) LSP4 enclosure within room 112B including (1) LNL-2220 intelligent two door controller, (1) AL600 power supply (provided by the AFRL team) for the controller and reader, (1) AL600 power supply with enclosure (provided by the AFRL team) for lock power, and (3) 7AH 12VDC system backup batteries.

2. Install (1) HID, PIV Class reader including integrated keypad on the unsecured side of each of the following doors including all noted electrified door hardware and required cabling back to the Lenel controller located in room 112B:

Government Provided Room 112B Entry Door- HES 1006 Mortise Style Electric Strike

3. Provide and install (1) Lenel workstation within room 112B (final location TBD) for control of the secure area Lenel system.

4. Provide and install a 32ES license and associated Lenel software onto the AUTS provided workstation within room 112B (final location TBD) including all required Cat6 cabling from the new controller in room 112B to the new workstation.

5. Terminate all system cabling.

6. Program the Lenel software to accept the new controller and door configurations.

7. Test full system function.

8. Provide two (2) hours of system use training for the local administration personnel.

9. Provide system configuration and testing documentation.

Scope- Rooms 111, 111A, and 112A

1. Install (1) LSP4 enclosure within the first-floor mechanical room including (2) LNL-1320 dual reader controllers (provided by the AFRL team), (1) AL600 power supply for the controllers and readers, (1) AL600 power supply with enclosure for lock power, and (3) 7AH 12VDC system backup batteries.

2. Install (1) HID, PIV Class reader including integrated keypad on the unsecured side of each of the following doors including all noted electrified door hardware and required cabling back to the Lenel controller located in the first-floor mechanical room:

Government Provided Room 111A Entry Door- HES 1006 Mortise Style Electric Strike Government Provided Room 112A Entry Door- HES 1006 Mortise Style Electric Strike

2. Install (1) HID, PIV Class reader without keypad on the unsecured side of each of the following doors including all noted electrified door hardware and required cabling back to the Lenel controller located in the first-floor mechanical room:

3. Terminate all system cabling.

4. Program the existing Lenel software to accept the new controllers and door configurations.

5. Test full system function.

6. Provide system configuration and testing documentation.

Period of Performance The overall project is expected to take 60-120 days from award until final acceptance due to the long lead nature of the HID PIV Class readers. Actual project timelines will be determined post award during the project kickoff meeting which will occur within one (1) week of contract award. Possible conditions that will affect scheduling are active missions, facility not ready for installation, holiday schedules, material availability, travel conditions, and shipping lead times.

Execution & Delivery Contractor will work with the AFRL team to finalize the project timeline once the project is awarded. Contractor will need to involve the following department personnel: Security and Facility Managers. All work performed will be done during normal business hours Monday through Friday, 0800 to 1700 local time and excludes holidays and weekends.

Customer acceptance will be outlined during project kick-off meeting post award.

Closeout Closeout procedures include testing of the completed work and the delivery of system documentation (if any) to the designated customer representative. Recognized US

Federal Holidays are as follows: New Year’s Day, Birthday of Martin Luther King Jr., Washington’s Birthday, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.

TESTING - Stand Alone Lenel Access Control System Each door that has been worked must be tested and approved by the designated Government representative. Functions to be tested and desired results:

1. Door unlocks and allows access when an authorized credential (card, pin, or combination of the two) is presented to the card reader.

2. Events screen reports access granted with username.

3. Reader beeps but remains locked when unauthorized credentials are presented.

4. Events screen reports information read from unauthorized credential.

5. System history reporting.

Documentation Documentation will include the following:

1. A test result document for each location and system that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

2. Drawings (if CAD’s were provided) that are marked up with the information relevant to the completed project.

3. Any copies of hardware manuals delivered with the new installed equipment.

4. A Letter of Warranty indicating the selected period of warranty and the items covered by the warranty.

Customer/Third Party Furnished Property and Services

1. 120VAC power including hard wired circuits. For all access control system power supplies.

2. CAD drawings in electronic format will be provided by government for contractor to deliver as-built documentation at project completion.

3. Electrical conduit, boxes, fittings or supports not specifically identified in this SOW.

4. Lenel workstation, software, and licensing for the collateral area additions.

5. Two (2) LNL-1320 controllers.

6. One (1) AL600ULXB power supply.

7. One (1) AL600ULPD8 power supply and enclosure.

Project Performance Requirements

1. All required personnel documentation will be required for security vetting upon request by an authorized Government representative.

2. If escorts are required in these facilities, they will be provided by the government.

3. Full administrative rights to the existing collateral Lenel workstation will be provided for software installation and programming of the collateral area additions.

Terms and Conditions

Payment terms: Net 30 after system is 100% tested and accepted by the government.
