1. Contracting Activity: Department of Veterans Affairs, VISN 10, Network Contracting Office (NCO) 10, located at 3140 Governor’s Place Blvd., Suite 210, Kettering, Ohio 45409 has received a procurement request from LTC Charles S. 2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Alcon Constellation LXT-CR5 w/handpiece is a state-of-the-art surgical system designed for cataract surgery.
This advanced technology has revolutionized the way cataract surgeries are performed, providing surgeons with enhanced precision and patients with improved outcomes. Additionally, the Alcon Constellation LXT-CR5 is designed with patient safety in mind. The system incorporates advanced fluidic management technology, which helps maintain a stable and controlled environment within the eye during surgery. This feature minimizes the risk of complications and ensures the best possible surgical outcomes for patients. Furthermore, the Alcon Constellation LXT-CR5 offers a seamless and intuitive user interface, making it easy for surgeons to navigate and operate the system.
Estimated Amount: $103,153.85
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The SDVOSB vendor, O.R.Elder Inc., has exclusive access to product and service that is needed. The Constellation will meet the needs in the opthamalogy to allow surgeons to focus on the surgical procedures that will improve cataract surgical outcomes. This system will be added to an already existing Constellation system and is proprietary in it’s compatibility.
4. Description of market research conducted and results or statement why it was not conducted: VetCert was searched using NAICS Code 339112, which found 659 potential SDVOSB/VOSB vendors. DSBS was also searched using the same NAICS Code and key word “Constellation”, which found no vendors able to provide this equipment. However, the OEM ALCON, was contacted by email and confirmed the requested equipment can be purchased through SDVOSB vendor, OR Elder. In further research, using FPDS, GSA Advantage, SCMC, VA NAC, it did in fact confirm this equipment is not available on contract and only through the SDVOSB vendor OR Elder.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
