About this file

This document is a Single Source Justification form for a simplified acquisition by the Air Force Materiel Command (AFMC), specifically the 580th Software Engineering Squadron (SWES). The procurement is for Hewlett Packard Essentials (HPE) hardware maintenance and support renewal, with a Project/Program Name of DevOps and a Purchase Request Number of BAF#78135.

The justification centers on SWES's critical dependence on HPE products for key server services, including Hyper-V servers, Azure DevOps, license servers, and backups. The virtualization platform enables virtual machines to connect to various networks, improving security and product development speed. The government determined that transitioning to another brand could introduce compatibility issues and disrupt operations, thus limiting the purchase to HPE. Requests for information were initially posted through 2GIT, GSA, and NASA SEWP, with GSA providing the most vendor interest. The contracting officer signed the document on 13-Nov-2025, affirming the brand name justification in accordance with FAR 11.104.

CONTROLLED UNCLASSIFIED INFORMATION

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? D Yes

Contracting Activity: AFMC AFSC/PZIMB

Project/Program Name: DevOps

Purchase Request/ Local ID Number: BAF#78135/ Alexsys 14226

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This is a Single Source Justification for HPE HW maintenance and support renewal.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 580th Software Engineering Squadron (SWES) relies on Hewlett Packard Essentials (HPE) products to deliver key server services, including support for Hyper-V severs, Azure DevOps, license servers, and backups. The Hyper-V servers provide a virtualization platform that enables individual Virtual machines (VM)s to connect to various networks. This virtualization platform helps the squadron virtualize workloads and improve security, facilitating faster product creation and improvement compared to traditional software development methods. SWES's operational capabilities depend heavily on its current infrastructure, particularly these HPE products, for critical functions like server servers, virtualization, collaboration, license management, and data backup. Maintaining compatibility and ensuring timely support for these systems is crucial to the squadron's operational effectiveness. Transitioning to another brand could introduce compatibility issues and potentially disrupt ongoing operations. For these reasons, the government is limiting this purchase to Hewlett Packard Essentials.

Section D: Efforts to Obtain Competition

Requests for information were initially posted to determine acquisition strategy through 2GIT, GSA, and NASA SEWP. GSA provided the most vendors with an interest to post a bid during an official Request for Quotes.(RFQ) The results from the official RFQ posted by contracting were listed as all open market.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

It's anticipated that brand name justifications will be required in the future. However the government will continue to search the market for alternatives. Should a new product come to market that is compatible, the team will evaluate that product as well.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 11. 104, that the circumstances of this contract action deem a brand name necessary.
