About this file

This is a Sole Source Justification document under Simplified Acquisition Procedures for Certain Commercial Items, prepared by the Department of Veterans Affairs Network Contracting Office (NCO) 15 in Leavenworth, Kansas, in support of the John J. Pershing VA Medical Center in Poplar Bluff, Missouri. The procurement involves software upgrades for 24 Pyxis Profile medication management systems for the facility's pharmacy. The contractor selected is Becton Dickson CareFusion Solutions, LLC, and the contract will be awarded as a firm-fixed price agreement. The Purchase Request Number is 657-26-2-3750-0151, with Acquisition ID 36C255-26-AP-1397, effective December 30, 2025.

Competition is restricted based on the determination that only one responsible source exists and no other supplies or services will satisfy the agency's requirements. The justification cites the highly specialized and proprietary nature of the equipment, noting that only the Original Equipment Manufacturer can supply these products and services through BD's certified field service technicians. Third-party vendor support would void existing warranties and hold the facility liable for any resulting damage. The government conducted market research using historical pricing from similar scope contracts and market price lists to establish a fair and reasonable price determination in accordance with FAR 13.203(a). An Intent to Sole Source was posted on SAM.gov for 10 business days. The Pyxis profiling system is designed to improve patient safety, enhance medication management efficiency, prevent medication errors, and support accurate and timely care delivery to Veterans. Approvals were obtained from the Chief of Pharmacy at Poplar Bluff VAMC, the Contracting Officer, and the Supervisory Contract Specialist.
