Attachment (X) Key Personnel Labor Categories & Qualifications

SYNTHETIC SIGNATURE GENERATION SERVICES

KEY PERSONNEL LABOR CATEGORIES AND QUALIFICATIONS

The following labor categories are designated as Key Personnel. The required qualifications are minimum requirements that shall be met to be considered eligible for an award. The desired qualifications are targets that the government may deem advantageous because they are likely to reduce risk and help ensure performance of the Statement of Work (SOW) requirements. Each individual proposed for a Key Personnel position is not required to possess experience specific to every technology or system identified in the SOW on an individual basis. However, the offeror shall ensure that when the expertise of these individuals is combined and considered as an overall team, the proposed team demonstrates experience in all areas of the SOW, and that such is clearly communicated in its proposal.

The offeror will be required to provide a resume for ALL INDIVIDUALS proposed under these labor categories with its proposal. The specified experience may be acquired concurrently, and shall be clearly identified in the resumes submitted with the proposal. However, overlapping time periods may not be considered as separate years of experience towards the same qualification.

In addition to the requirements set forth below and within the Request for Proposal, ALL PERSONS PROPOSED SHALL BE U.S. CITIZENS HOLDING AT LEAST A CURRENT SECRET CLEARANCE AT THE TIME OF PROPOSAL. There are additional requirements reflected in the CWF Matrix, which can be found as an attachment in Section J. The Contractor shall determine how to align the identified CWF duties among its key and non-key personnel.
