About this file
This document is a Sources Sought & Advance Notice Market Research Questionnaire issued by the Naval Surface Warfare Center, Carderock Division for Synthetic Signature Generation (SSG) Services. The three-page questionnaire is designed to gather market intelligence from potential contractors about their capabilities, experience, and interest in providing SSG services. It seeks detailed information about contractors' past performance, personnel qualifications, cyber workforce certifications, small business status, and ability to meet specific Statement of Work requirements.
The questionnaire is structured in two main sections: Contractor Info/Experience and Acquisition Strategy. Key areas of inquiry include whether companies can perform at least 50% of work themselves, have personnel with required security clearances, meet DoD 8570.01-M Cyber Workforce certification standards, and provide insights on the draft Statement of Work. The government is specifically seeking feedback on labor categories, personnel experience requirements, potential barriers to proposal submission, and areas where small businesses might contribute. The document aims to refine the acquisition strategy and determine socioeconomic opportunities for the upcoming SSG services procurement.
