About this file
This is a Sources Sought Questionnaire issued by NAVFAC Pacific for contract opportunity N62742MPATTINDAL relating to airfield pavement construction at Attindal.
Respondents must submit information on a maximum of three relevant construction projects using the designated attachment. Qualifying projects must demonstrate experience in two distinct categories: (1) new construction of Airfield Portland Cement Concrete (PCC) Pavement consisting of at least 10,000 square meters with minimum concrete thickness of 300 mm for aircraft runways, taxiways, or aprons; and (2) new construction of Airfield Asphalt Concrete (AC) Pavement of at least 10,000 square meters with minimum asphalt concrete thickness of 50 mm for aircraft aprons, taxiways, or runways. All construction must be completed or substantially completed (at least 75 percent physically complete) within the fifteen years preceding RFP issuance. Projects must be performed by the specific entity proposed for that pavement type, and relevant projects are defined as work performed under a single task order or contract; for multiple award and indefinite delivery/indefinite quantity contracts, offerors must submit work performed under individual task orders rather than the overall contract. The collective project submissions must demonstrate experience in both pavement types, though individual features need not be contained within a single project scope. Additionally, respondents must provide a letter from a Corporate Surety appearing on the U.S. Department of the Treasury Circular 570 indicating single contract bonding capacity.

Firm Name: _______________________________________________________________
Firm Address: _______________________________________________________________
Phone Number: _______________________________________________________________
SAM Unique Entity Identifier: ____________________________________________________
Name/Title of Person Completing Questionnaire: _____________________________________
Submittal Requirements:
1. Submit information on a maximum of three (3) relevant projects using Attachment 2.
Relevant project definitions are as follows:
- New construction of Airfield Portland Cement Concrete (PCC) Pavement: New airfield
(aircraft runway, taxiway, or apron) PCC pavement of at least 10,000 square meters with a minimum concrete thickness of 300 mm. Flexible pavement construction will not be considered when evaluating experience in Airfield PCC Pavements. Only pavement of aircraft runways, taxiways, or aprons will be considered. Projects submitted to demonstrate Airfield PCC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield PCC pavements. Construction shall be completed or substantially completed within the last fifteen (15) years of the date of issuance of this RFP. Substantially complete means at least 75% physically complete.
- New construction of Airfield Asphalt Concrete (AC) Pavement: New airfield (aircraft apron, taxiway, or runway) AC pavement of at least 10,000 square meters with a minimum asphalt concrete thickness of 50 mm. Airfield PCC pavement construction will not be considered when evaluating experience in Airfield AC Pavements. Only pavement of aircraft apron, taxiway, or runway will be considered. Projects submitted to demonstrate Airfield AC Pavements will only be considered if the work was performed by the specific entity proposed for Airfield AC Pavements. Construction shall be completed or substantially completed within the last fifteen (15) years of the date of issuance of this RFP. Substantially complete means at least 75% physically complete.
Notes:
a. The relevant construction projects submitted shall collectively demonstrate experience in all items: (1) Airfield PCC Pavement and (2) Airfield AC Pavement. Individual features do not have to be within any single project scope.
Attachment 1
b. A relevant construction project is further defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
c. There is a clear distinction between “experience” and “past performance”. Experience is related to the types and amounts of projects previously accomplished. Past performance relates to how well a contractor has performed.
2. Provide a letter from a Corporate Surety indicating your single contract bonding capacity.
The surety must appear on the U.S. Department of the Treasury Circular 570.
