The ARS Mapping System must be compatible with the WSP's existing aircraft and camera systems, and training has been provided to all WSP pilots on the Shotover solution.

Washington State Patrol

SOLE SOURCE POSTING

October 23, 2024

The Washington State Patrol, contemplates awarding a sole source contract to Shotover to provide one (1) Augmented Reality Mapping System (ARS) for the Washington State Patrol Aviation Section.

The Washington State Patrol anticipates purchasing a second Augmented Reality Mapping System (ARS) in 2025.

The Washington State Patrol (WSP) Aviation Section operates fixed wing aircraft equipped with highly sophisticated camera systems. These camera systems require a mapping technology capable of providing real time map overlays to the aircrew. The video, along with the overlay mapping information, allows the aircrew to provide real time/important location information to officers on the ground. WSP Aviation Sections currently has two C206 aircraft with FLIR camera systems equipped with the Shotover ARS Mapping System. WSP Aviation Section is expecting a new Pilatus PC-12 Spectre in 2026 that will be equipped with the Shotover ARS Mapping System. Training by all WSP pilots is on the Shotover ARS Mapping System. WSP Aviation Section has been using this system for 15+ years to provide probable cause for infraction and criminal cases in the Washington court system.

The ARS Mapping System for WSP must included the following:

Hardware:

ARS-750C hardware in a small single box solution. The rugged and compact system saves weight, space and installation time on the C206 Cessna. The system is lightweight weighing in at only 2.9 lbs.

Two SD/HD digital video channels that can record on the hardware. No additional digital video recorders are needed on the aircraft.

Software:

Street labels, rooftop addresses and business names for the entire Continental US

Addresses lookups can be entered simply and quickly, by entering the address or business name and does not require the entry of the state, county or city. Destinations are listed by proximity to the aircraft/camera.

A built-in speed measurement feature that calculates average speed similar to VASCAR. This data is automatically recorded, allowing pursuit vehicles to focus on following the vehicle and not on tracking the speed.

System must include Aerial synthetic imagery that can be used to see the layout of a target property prior to arriving on-scene, when unable to view from the camera in cases of fog, cloud cover or smoke, or to aid in night missions.

System will allow the path of the aircraft, path of the camera, markers, perimeters, screen shots, and video to be saved via removable media sources plugged in directly to the front of the mounted unit.

Camera interface will be included in the software at no additional charge.

Digital Video Recorders:

ARS will include recording of two HD channels, saving weight, space and cabling

ARS records two channels simultaneously as well as Metadata the recorders allow for on-screen display and control of recording.

Recorders will offer playback of video while recording

Recorders offer “TiVo” feature where a 30 second buffer is being recorded prior to the record button being selected.

On-board recorders can record high-definition signals in 720p or 1080p

Mapping system must be capable of providing real time speed calculations to identify and assist with apprehending aggressive drivers.

The contract will be issued on or about November 15, 2024 for 12 months. The dollar value is estimated at $124,600.00.

Other vendors contemplating the above requirements are required to submit capability statements detailing their ability to meet the state’s requirements within 10 days of this announcement.
