About this file
This is a Notice of Intent to Certify Sole Source from the University of Mississippi Medical Center (UMMC) for the renewal of the Children's Oncology Group Mobile Application, known as KidsCare, to be awarded to OCV, LLC. The mobile application, developed by the Children's Oncology Group in partnership with OCV Apps, provides accessible, searchable information regarding childhood cancer, diagnoses, treatments, and side effects in English, Spanish, and French. The application includes customizable sections allowing each institution to add clinic-specific information, emergency room instructions, local support groups, and electronic emergency cards. The notice was first advertised on August 26, 2026, with a second advertisement on September 2, 2026. The response deadline for objections is September 10, 2026, at 3:00 p.m. Central Time, with the Notice of Award or No Award to be posted on the same date. The contract term is three years from the renewal effective date.
The estimated cost for the three-year renewal is $15,000.00, which UMMC determined to be reasonable based on comparison against available market intelligence and identified discounts. OCV, LLC is identified as the sole provider of support and licensing for this product, as no other mobile applications provide equivalent functionality for delivering cancer-related information in a searchable, updateable format to families of children with cancer. UMMC reserves the right to determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Interested parties may submit objections using the Vendor Form available through the Mississippi Department of Finance and Administration, with all submissions requiring the certification outlined in Attachment B and delivery to solesource@umc.edu by the deadline.

Project Details
1. Describe the commodity/service that the agency/institution is seeking to procure:
This mobile application was developed by the Children's Oncology Group (COG) in partnership with OCV Apps to provide readily accessible, up to date, and searchable information regarding childhood cancer, diagnoses, treatments, and side effects in English, Spanish, and French. A customizable section allows each institution to include information about the clinic/hospital, when and how to call for help/illness, precautions, local support groups, and an electronic card to use at Emergency Rooms providing instructions about ER treatments.
2. Explain why the commodity/service is the only one (1) that can meet the needs of the agency/institution:
There are no other products available that will provide this information in a mobile app format. This app allows streamlined and searchable content for the families of children with cancer. The information can be provided in paper form, but it is not readily searchable and not updateable. The app is free for families and allows the COG to stop printing materials and instead, direct families to the app. This app provides better access to accurate information that is not feasible with paper documents.
3. Explain why the source is the only person or entity that can provide the required commodity/service:
OCV, LLC is the sole provider of support and licensing for this product.
4. Explain why the amount to be expended for the commodity/service is reasonable:
The estimated amount to be expended for the renewal of the Children’s Oncology Group Mobile Application (KidsCare) is $15,000.00 for three years. Please be advised that UMMC will determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Should OCV, LLC change their name during this certification period, then UMMC will determine if a recertification is necessary. This amount is within the expected price range for these products.
5. Describe the efforts that the agency/institution went through to obtain the best possible price for the commodity/service:
Pricing is compared against available market intelligence and identified discounts are pursued where applicable.
Submission Instructions and Format of Response from Objecting Parties
Interested parties who have reason to believe that the renewal of the Children’s Oncology Group Mobile Application (KidsCare), (hereafter, “Products”) should not be certified as a sole source should provide information in the Vendor Form for the State to use in determining whether or not to proceed with awarding the sole source to OCV, LLC.
The Vendor Form may be found at Bureau of Purchasing and Contracting | Mississippi Department of Finance and Administration (ms.gov), under “Purchasing Forms."
Objections must include the certification in Attachment B.
Comments will be accepted at any time prior to Thursday, September 10, 2026 at 3:00 p.m. (Central Time) to solesource@umc.edu. Responses may be delivered via email to solesource@umc.edu. UMMC WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF RESPONSES. It is solely the responsibility of the Interested Parties that responses reach UMMC on time. Responses received after the deadline and responses that lack all required information will be rejected. UMMC reserves the right to inspect Interested Party’s commodity for comparison purposes.
If you have any questions concerning the information above or if we can be of further assistance, please contact solesource@umc.edu.
