About this file

This is a Notice of Intent to Certify Sole Source issued by the University of Mississippi Medical Center (UMMC) on August 19, 2026, for the renewal of the Children's Oncology Group Mobile Application (KidsCare). The procurement seeks to award the renewal contract to OCV, LLC, the sole provider of support and licensing for this mobile application. The application was developed by the Children's Oncology Group in partnership with OCV Apps to provide accessible, searchable information regarding childhood cancer, diagnoses, treatments, and side effects in English, Spanish, and French, with customizable sections allowing institutions to include clinic-specific information, emergency protocols, and local support resources. UMMC issued the first advertisement on August 26, 2026, with a second advertisement on September 2, 2026. Objections from interested parties must be submitted by September 10, 2026, at 3:00 p.m. Central Time, with the notice of award or no award to be posted on the same date. The contract term is three years from the award date.

The estimated total expenditure for the Children's Oncology Group Mobile Application renewal is $15,000.00 for the three-year period. UMMC reserves the right to determine during the certification period whether additional enhancements, upgrades, support, or equipment are within scope and may increase spending authority accordingly. The agency justifies the sole source certification based on the lack of alternative products that provide comparable functionality in a mobile app format, the superior searchability and updateability compared to paper-based materials, and the fact that OCV, LLC is the exclusive provider of support and licensing. UMMC has compared pricing against available market intelligence and pursued identified discounts where applicable. Objecting parties must submit responses using the designated Vendor Form and Objection Certification, available through the Mississippi Department of Finance and Administration Bureau of Purchasing and Contracting, and responses must include all required documentation to be considered valid.

Project Details

1. Describe the commodity/service that the agency/institution is seeking to procure:

This mobile application was developed by the Children's Oncology Group (COG) in partnership with OCV Apps to provide readily accessible, up to date, and searchable information regarding childhood cancer, diagnoses, treatments, and side effects in English, Spanish, and French. A customizable section allows each institution to include information about the clinic/hospital, when and how to call for help/illness, precautions, local support groups, and an electronic card to use at Emergency Rooms providing instructions about ER treatments.

2. Explain why the commodity/service is the only one (1) that can meet the needs of the agency/institution:

There are no other products available that will provide this information in a mobile app format. This app allows streamlined and searchable content for the families of children with cancer. The information can be provided in paper form, but it is not readily searchable and not updateable. The app is free for families and allows the COG to stop printing materials and instead, direct families to the app. This app provides better access to accurate information that is not feasible with paper documents.

3. Explain why the source is the only person or entity that can provide the required commodity/service:

OCV, LLC is the sole provider of support and licensing for this product.

4. Explain why the amount to be expended for the commodity/service is reasonable:

The estimated amount to be expended for the renewal of the Children’s Oncology Group Mobile Application (KidsCare) is $15,000.00 for three years. Please be advised that UMMC will determine if additional enhancements, upgrades, support, or equipment are within scope during the certification period and may increase the spending authority accordingly. Should OCV, LLC change their name during this certification period, then UMMC will determine if a recertification is necessary. This amount is within the expected price range for these products.

5. Describe the efforts that the agency/institution went through to obtain the best possible price for the commodity/service:

Pricing is compared against available market intelligence and identified discounts are pursued where applicable.

Submission Instructions and Format of Response from Objecting Parties

The Vendor Form may be found at Bureau of Purchasing and Contracting | Mississippi Department of Finance and Administration (ms.gov), under “Purchasing Forms."
