About this file
The document is a Notice of Intent (SS-25-031-KY) from the City of Altamonte Springs, Florida, seeking to waive the solicitation process and declare HUBER Technology, Inc. as a sole source vendor. The city intends to purchase a mechanical belt screen and a wash press for the Altamonte Springs Regional Water Reclamation Facility (RWRF). Interested vendors can submit alternative solutions that overcome the sole source justification by 4:30 p.m. on Wednesday, March 19, 2025. The city reserves the right to request additional information from responding vendors and will evaluate any evidence of financial, technical, and other qualifications.
The sole source justification stems from HUBER Technology being the original supplier of mechanical screens installed during the 2016 Headworks Improvements project. According to the accompanying memorandum, the city currently has two screens in service, and purchasing an additional screen would provide complete redundancy in case of unexpected equipment failure. The sole source letter from HUBER Technology confirms they are the only source in the United States for authorized service technicians and OEM replacement parts, with Moss Kelley, Inc./MKI Services, Inc. representing them in Florida. The city aims to enhance operational efficiency and reduce potential downtime at the water reclamation facility through this procurement.
