About this file
This document is a commission memorandum from the City of Altamonte Springs, Florida, regarding a single-source vendor procurement for digital twin feature set development (project SS-25-022-RS). The City seeks to waive formal solicitation procedures and approve England, Thims & Miller, Inc. (ETM) as the sole vendor for developing digital twin technology features. The project stems from a two-year exploratory pilot with ETM through the Altamonte Global Innovation Lab (AGīL), with the objective of creating initial digital twin feature sets identified by operational departments. On February 4, 2025, the Procurement Division posted a Notice of Intent to Single Source, with interested parties having until 4:30 p.m. on February 7, 2025, to respond - though no alternative responses were received.
The procurement involves a contract with an annual not-to-exceed amount of $125,000, totaling $375,000 over a two-year and seven-month term aligned with the current fiscal year. The contract requires City Commission approval due to exceeding the $50,000 formal solicitation threshold. Sufficient funds are available in the budget, and the recommended action is to waive the formal solicitation process, declare ETM as a single-source provider, and authorize the Mayor to execute the contract, subject to City Attorney review. The digital twin project aims to create digital versions of real-world objects and processes, potentially transforming how the city designs, monitors, and manages its infrastructure and services.

SUBJECT: Waive Solicitation and Approve England, Thims & Miller, Inc. (ETM) as a Single Source Vendor for the Digital Twin Feature Set Development, SS-25-022-RS
SUMMARY EXPLANATION & BACKGROUND:
The Administration Department submitted a request to waive the formal solicitation process and declare England, Thims & Miller, Inc. (ETM) as a single source vendor for the development of digital twin feature sets.
The City of Altamonte Springs has been engaged in an exploratory pilot project with ETM for the past two years to understand digital twin technology and lay the foundation for the City to build and use its own digital twin. The digital twin is an initiative of the Altamonte Global Innovation Lab (AGīL). The proposed feature sets integrate with the virtual environment ETM has created for the City. Digital twins combine numerous technologies to create digital versions of real-world objects and processes, changing how cities are designed, monitored and managed. The objective of this project is to develop the initial digital twin feature sets that have been identified by the operational departments through a series of work session led by ETM.
On February 4, 2025, the Procurement Division posted a Notice of Intent to Single Source announcing our solicitation waiver and single source intent on our solicitation website. Parties had until 4:30 p.m. on Friday, February 7, 2025, to notify the City if they could provide similar services. No responses were received.
Since the services from ETM will exceed the formal solicitation threshold of $50,000, our procedure requires Commission approval to waive the formal solicitation process and approve single source purchases. If approved, the agreement will be for a term of two years and seven months to align with the current fiscal year, with an annual amount not-to-exceed $125,000, totaling $375,000 over the entire period.
FISCAL INFORMATION: Sufficient funds are available in the budget.
RECOMMENDED ACTION: Waive the formal solicitation process and declare England, Thims & Miller, Inc. as a single source provider for the development of digital twin feature sets, with an annual amount not-to-exceed $125,000 and a total amount not-to-exceed $375,000, and authorize the Mayor to execute the contract, subject to review and approval by the City Attorney.
