About this file

This document is a City Commission memorandum from the City of Altamonte Springs, Florida, pertaining to a single-source vendor procurement for specialized water resource management services. The City intends to waive formal solicitation procedures and approve AECOM Technical Services, Inc. to perform work under an Innovative Wastewater Technology Grant from the Florida Department of Environmental Protection (FDEP). The project will assess the effectiveness of hydrothermal processing (HTP) technologies for destroying contaminants of concern (COCs) in wastewater biosolids, including pharmaceuticals and perfluoroalkyl substances (PFAS). The Procurement Division posted a Notice of Intent to Single Source on January 24, 2025, with a response deadline of 4:30 p.m. on January 29, 2025, during which no alternative service providers responded. The contract term will extend until May 31, 2026, coinciding with the FDEP grant agreement expiration.

The procurement is fully funded by a $750,000 state grant from FDEP, with no matching funds required from the City. The services will be reimbursed on a grant basis and exceed the formal solicitation threshold of $50,000, necessitating City Commission approval. AECOM will be contracted to not only assess HTP technologies' effectiveness in destroying COCs but also explore potential beneficial reuse of the processed biosolids. The recommended action is to waive formal solicitation, declare AECOM as a single-source provider, and authorize the Mayor to execute the contract, subject to City Attorney review. The document highlights the specialized nature of the services and the unique technological approach to addressing emerging contaminants in wastewater treatment.

SUBJECT: Waive Solicitation and Approve AECOM Technical Services, Inc. as a Single Source Vendor for Specialized Water Resource Management Services on Hydrothermal Processing, SS-25-020-RS

SUMMARY EXPLANATION & BACKGROUND:

The Public Works Department submitted a request to waive the formal solicitation process and declare AECOM Technical Services, Inc. as a single source vendor to provide specialized water resource management services on hydrothermal processing.

The City was awarded an Innovative Wastewater Technology Grant from the Florida Department of Environmental Protection (FDEP) in the amount of $750,000. The grant is entirely funded by the State of Florida, and no grantee match is required. The work under the Grant Agreement with FDEP will be performed entirely by AECOM Technical Services, Inc. AECOM Technical Services, Inc. will be contracted to assess the effectiveness of using hydrothermal processing technologies (HTP) to destroy contaminants of concern (COCs) found in wastewater biosolids, such as pharmaceuticals, perfluoroalkyl and polyfluoroalkyl substances (PFAS), as well as explore the potential for beneficial reuse of the hydrothermal-processed biosolids.

On January 24, 2025, the Procurement Division posted a Notice of Intent to Single Source announcing our solicitation waiver and single source intent on our solicitation website. Parties had until 4:30 p.m.

on Wednesday, January 29, 2025, to notify the City if they could provide similar services. No responses were received.

Since the services from AECOM Technical Services, Inc. will exceed the formal solicitation threshold of $50,000, our procedure requires Commission approval to waive the formal solicitation process and approve the single source purchase. If approved, the term of the agreement will be until May 31, 2026, the date the City’s agreement with FDEP expires.

FISCAL INFORMATION: State grant funds from the Florida Department of Environmental Protection will be used to fund these services on a reimbursement basis.

RECOMMENDED ACTION: Waive the formal solicitation process and declare AECOM Technical Services, Inc. as a single source provider for Specialized Water Resource Management Services on Hydrothermal Processing in an amount not-to-exceed $750,000, and authorize the Mayor to execute the contract, subject to review and approval by the City Attorney.
