About this file

This is Addenda #4 to an Invitation for Bids issued by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium, representing twelve Massachusetts municipalities including Braintree, Cohasset, Duxbury, Hanover, Hingham, Hull, Marshfield, Milton, Norwell, Pembroke, Rockland, and Scituate. Addenda #4, issued September 25, 2026, announces the cancellation of Item 8: Street Sweeping due to irreconcilable errors. The three remaining active work items are Item 4ABC: Roadway Surface Treatments, Item 6: Pavement Markings, and Item 14: Sidewalk Construction, Reconstruction and Resurfacing. These items maintain their original schedule with final bids due October 8, 2026 at 4:00 PM. A revised bid price form titled "SS 2027 PW1 Bid Price Form - Addenda 4" has been uploaded to CommBUYS to reflect the removal of Street Sweeping. Bidders who previously submitted bids using the original "SS 2027 PW1 Bid Price Form - Addenda 1" for the three remaining work items will be considered without penalty.

The procurement will proceed with an estimated total first-year value of approximately $5.873 million, comprising Roadway Surface Treatments at $4.485 million annually, Pavement Markings at $591,081 annually, and Sidewalk Construction at $796,585 annually. The contract will execute through December 31, 2027, with two optional one-year extensions available. Pricing is structured on a unit-price basis with adjustments permitted for diesel fuel, gasoline, liquid asphalt, Portland cement concrete, and steel per MassDOT indices. Contractors must hold MassDOT prequalification in the specific work class or be listed on a MassDOT waiver contractor bid list, comply with prevailing wage laws, submit a bid deposit of 5 percent of estimated contract value, and provide performance bonds and liability insurance. The CommBUYS bid identification number is BD-27-1217-MAP03-MAP03-133290.
