About this opportunity
The Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium is requesting bids for public works services and materials for twelve participating Massachusetts municipalities through December 31, 2027, with two optional one-year extensions, under contract SS 2027 PW1, with bids due October 8, 2026 at 4:00 PM via CommBUYS and public opening via Zoom. Massachusetts prevailing wage laws apply across all service categories; all contractors must hold MassDOT prequalification in the specific work class or be listed on a MassDOT waiver contractor bid list as of bid opening.
The procurement spans four service categories: Roadway Surface Treatments (Item 4A, B, C) — microsurfacing, emulsion with latex chip seal, and asphalt rubber surface treatment — estimated at $4.485 million annually; Pavement Markings (Item 6) — thermoplastic, water-base paint, and epoxy resin — at $591,081 annually; Street Sweeping (Item 8) at $84,000 annually; and Sidewalk Construction, Reconstruction & Resurfacing (Item 14) — bituminous concrete and cement concrete work — at $796,585 annually. Total estimated first-year value is $5.957 million. Pricing is structured on unit-price basis per square yard for surface treatments, per linear foot for installations, per ton for asphalt materials, and hourly rates for equipment rental. Contractors must comply with MassDOT Standard Specifications for Highways and Bridges, MUTCD standards, and ASTM testing requirements. Microsurfacing work carries a two-year performance warranty. Subletting is permitted only with written authorization provided the contractor retains at least 50 percent of total contract cost with its own organization and equipment.
Individual contracts execute between each participating municipality and the low bidder, with each municipality retaining acceptance or rejection authority. Bidders must submit a bid deposit equal to 5 percent of estimated contract value as surety bond or certified check. Performance bonds and Labor & Materials Payment bonds of at least 50 percent of estimated contract value are required, along with comprehensive general liability, automobile liability, and workers' compensation insurance. Low bidders pay a 1 percent MAPC contract administration fee on total invoiced amounts. Pricing remains firm except for permitted adjustments for diesel fuel, gasoline, liquid asphalt, Portland cement concrete, and steel per MassDOT indices. Massachusetts tax compliance certification is mandatory. Estimated quantities provided represent one-year consumption; vendors must be capable of providing services at three times the initial estimated value over the potential three-year term.
