SS 2027 PW1 Bid Price Form – Addenda 1
This is a bid price form addendum for a public works services contract managed by the Metropolitan Area Planning Council (MAPC) on behalf of the South Shore Regional Services Consortium, serving twelve participating Massachusetts municipalities. The contract encompasses four primary service categories: Roadway Surface Treatments (microsurfacing, emulsion with latex chip seal, and asphalt rubber surface treatment); Pavement Markings (thermoplastic, water-based, epoxy, and low V.O.C. options); Street Sweeping (spring cleanup and on-call services); and Sidewalk Construction, Reconstruction, and Resurfacing (bituminous and cement concrete work with associated drainage and traffic control services). The bid form itemizes estimated quantities for each service line, ranging from 2,500 square yards for certain microsurfacing applications to 675,100 linear feet for 4-inch yellow single pavement markings, with quantities varying significantly across the four categories. The contract term extends through December 31, 2027, with two optional one-year renewal periods available. Bids were due October 8, 2026, at 4:00 PM via CommBUYS with public opening conducted via Zoom.
Pricing is structured on a unit-price basis, with bidders required to provide costs per square yard for surface treatments and pavement markings, per linear foot for curbing and installations, per ton for asphalt materials and disposal, per day for equipment and materials, per hour for labor and equipment rental, and per each (EA) for discrete items such as signs and symbols. The estimated total first-year contract value is $5.957 million, composed of approximately $4.485 million for roadway surface treatments, $591,081 for pavement markings, $84,000 for street sweeping, and $796,585 for sidewalk work. Bidders must comply with Massachusetts prevailing wage laws and hold MassDOT prequalification in the applicable work class or appear on a MassDOT waiver contractor bid list as of the bid opening date. A bid deposit equal to 5 percent of estimated contract value, performance bonds, and labor and materials payment bonds of at least 50 percent of estimated contract value are required. Low bidders are subject to a 1 percent MAPC contract administration fee on total invoiced amounts. Unit prices remain firm except for permitted adjustments tied to MassDOT fuel and material indices for diesel, gasoline, liquid asphalt, Portland cement concrete, and steel. Individual contracts execute between each participating municipality and the low bidder, with each municipality retaining authority to accept or reject the award.
