COMMENT RESOLUTION MATRIX (CRM): SRP-4 On-Ramp Industry Day Questions/Responses # Contractor Questions Government Response 1 Does the offeror need to have a DCAA approved system to be considered for this effort?
Offerors need to have a DCAA compliant accounting system in order to be awarded a cost reimbursable contract, such as SRP-4; this will be a consideration in accordance with FAR 9.1. Please see the following website for information on completing a Pre-award Accounting System Adequacy checklist (SF 1408): https://www.dcaa.mil/Checklists- Tools/Pre-award-Accounting-System-Adequacy-Checklist/ to assess your accounting system's initial compliance . The SRP-4 contract contains DFARS 252.242-7006 Accounting System Administration, and awardees must be compliant.
2 Is a DCAA audit is typically triggered by an award or a request from a government customer?
DCAA does not perform audits requested by a contractor. DCAA only performs audits based on a request or established need from a federal entity.
3 Does the offeror have to qualify for all three flight range classes to be awarded an on-ramp? also, does a vendor have to qualify to all of the ranges or just one?
No, the Offeror's proposal needs to demonstrate capability to meet the two sample missions based on a flight proven approach.
4 What were the historical breakout in class for the previous 7 missions?
One mission in the 0-500 km class, 3 missions in the 500-5500 km class, one in the >5500 km class. The other two efforts awarded were hardware task orders.
5 Do vendors have to qualify for launch capability at more than one launch site?
No, the Offeror's proposal needs to demonstrate capability to meet the two sample missions based on a flight proven approach.
6 Are the two sample mission responses purely academic exercises for proposal evaluation or will either be used as a submission for a future mission?
The sample missions are representative of missions that our customers require. Task Orders for both one, or neither of the sample missions may be awarded with the basic contract depending on funds availability and mission requirements.
7 With upcoming RFP drop of the On-Ramp solicitation expected later this week, has the government considered the overlap with the holidays for a potential extension beyond the traditional 45-day turn?
We are considering a 60 day proposal response time
8 As confirmation to what we heard at the industry day, AF/SF does or does not plan on changing the sample mission requirements.
No, we do not plan on changing the sample mission requirements, with the exception of whatever impact the updates to the PWS & CDRLs (driven by changes to compliance documents and DiDs) or changes to the GFE list may have on the missions.
