Yes, LV C-Band is acceptable.

1 The RFP states that “Mechanical interface to the MK11 Aeroshell is through four ball lock receptables”.

Please forward drawings/part numbers for the ball lock receptacles in order to determine scope of effort to incorporate LV mating interface.

Information needed to evaluate solutions to sample task order.

Drawing/part numbers are not available, the offeror may identify assumptions as required in order to determine scope of effort.

5 In section 1.1, second paragraph states” The goals of the SM 1 mission are to launch a suborbital demonstration mission to deliver a Re-entry Vehicle (RV) to a specific target location on White Sands Missile Range (WSMR). The target location at latitude 32.95 degrees and longitude -106.42 degrees.”

Is the target location at latitude 32.95 degrees and longitude -

106.42 degrees at the aimpoint altitude or ground impact?

SM 1,

para 2.0, 2.3, 1, 1 In section 2.0 Mission Scenario states: “The launch will be a ballistic trajectory with a nominal ground range of approximately 120 km, apogee of (contractor derived) kilometers depending on range and target locations.”

Section 2.3 Trajectory, states: “Profile: The mission flight profile will be a ballistic trajectory of 120 km ground range and an apogee of (contractor derived) km.”

One requirement states 120km and the other states approximately 120km. Please confirm that the 120km ground range is an approximate goal.

Information needed to evaluate solutions to sample task orders.

Yes, 120km ground range is an approximate goal.

para 2.3

3 Section 2.3 Trajectory states:

Downrange Dispersion: The RV shall have a downrange dispersion at aim point altitude of less than ± 5 km.

Cross-range Dispersion: The RV shall have cross-range dispersion at the aim point altitude of less than ± 5 km.

Downrange & cross-range dispersion requirements indicate an aim point altitude, but no aim point altitude is provided.

Please confirm that a 5km aimpoint altitude is acceptable for assessing the dispersion requirements.

1 Section 2.4 states “The contractor shall meet the terminal velocity of 1500 +/- 150 m/sec.”

Please confirm that the terminal velocity of 1500+/-150m/sec is to be achieved at the aimpoint altitude.

“Terminal” is a max, not at a specified altitude.

7 C 32 of 46 SM 2 para 2.3

1 Trajectory, Profile: The mission flight profile will be a ballistic trajectory of 800 km ground range and an apogee of 100 km.

The aim point is at the contractor proposed latitude degrees north, longitude degrees west. Relative flight path angle of RV release shall be 0-15 degrees.

Please clarify if the 100km apogee requirement is a minimum, maximum, or nominal value.

Information needed to evaluate solutions to sample task orders.

100 km is the nominal apogee requirement.

Please confirm that the downrange and cross-range dispersion requirements apply at the moment of RV release, or specify the aim point altitude referenced in the requirement.

10 C Sec L 11 of 46 5.1 11 Instructions for price/cost volume state: “Offerors shall submit the electronic copy of this volume in an unprotected .XLS file format with working formulas.”

Is it permissible to submit pricing and BOE information in separate .XLS files?

Information needed to clarify submittal format

Yes, but if separate XLS files are provided it is highly recommended the offeror provide summary hour totals in both documents to ensure no disconnect between hours the files.

11 A Solicitation update published 13 Dec 22

Description section states “Offerors must acknowledge receipt of this amendment by completing Sections 8 and 15 of the SRP-4 On-Ramp RFP FA8818-22-R-0002 Amnd 0001 SF 30, and including one (1) signed copy in the offeror’s SRP-4 On-Ramp Proposal Volume III, Contract Documentation.”

Is the above submission of SF 30 to be submitted at the time of proposal submission (e.g. 17 Jan 2023) with proposal documentation required under paragrapn 6.0 Volume III – Contract Documentation in RFP FA8818-22-R-0002, OR is the acknowledgement receipt (SF 30) to be submitted upon receipt of SRP-4 On-Ramp Q&A and extension posted 15 Dec 22?

Typo in description:

“including” should be “include.”

Provide Amd SF 30 in Volume III, Contract Documentation with proposal NLT 17 Jan 2023.

12 Section L instructions for Volume I Technical, para 4.2.3.1 states: "The PMP shall also include the following sections described below: Contract Work Breakdown Structure (CWBS), CWBS Dictionary, and Subcontracting Plan."

Section L instructions for Volume I Technical, para 4.2.3.2 states: "The Offeror shall provide an IS in Microsoft Project for Sample Mission 1 and Sample Mission 2 in accordance with the PWS requirements. The IS shall correlate to the offeror's CWBS;

do not show scheduled work effort that is not included in the

CWBS."

PWS paragraph 1.8.1.1, states: " The LSC shall develop and maintain a Contractor Work Breakdown Structure (CWBS), CWBS Dictionary and an Integrated Schedule (IS) for each mission TO. The CWBS, CWBS Dictionary and IS shall use a common numbering system."

Please confirm that two (2) CWBS indexes and corresponding CWBS dictionaries are to be provided with the submittal of the proposal - one for Sample Task Order 1 and one for Sample Task Order 2.

Two Integrated Schedules (IS) should be provided by the offeror (one for each Sample Mission) and they each should correlate to the CWBS index and dictionary submitted by the offeror.

13 Please provide confirmation that the requirement to provide the direct and indirect labor and ODC cost components separately only applies to the Prime Offeror, and Subcontractor labor and ODCs can be proposed fully burdened.

This depends on how your company tracks/accounts for subcontractor costs in your approved accounting system.

If this is the way your accounting system tracks subcontractor costs and they are nota significant portion of your proposal then this is correct.

15 Can you provide us any additional or helpful instructions on where we should hand deliver our proposal? Do you need any information from us for hand carried original copies such as POC, VAR, etc.?

Please provide POC and approximate arrival time and we will meet and receive the delivery at the Truman Gate Visitor’s Center (Truman and Gibson). Please use the phone numbers provided above in response #14 to contact on day of if necessary.
