About this file

This document is an Invitation to Bid (ITB) issued by the Ohio Department of Administrative Services (DAS) General Services Division for the 2025 Lake Erie Charter Boat License Decal. The purpose is to obtain a contractor to provide 1,100 screen-printed decals, with 1,050 numbered and 50 plain, that measure 5 inches by 5 inches and use clear 2 mil Mylar pressure-sensitive adhesive. The decals must withstand the extreme temperatures on Lake Erie. Bids are due by October 16, 2024, and the requested delivery date is December 20, 2024 or sooner. The contract will be awarded to the lowest responsive and responsible bidder.

The ITB outlines detailed specifications for the decals, including size, stock, printing, inking, numbering, and packaging requirements. Pricing must be bid per unit, and the state will determine the low bid by multiplying the estimated usage by the unit price. Bidders must complete the Affirmation and Disclosure Form prior to award, affirming their understanding of prohibitions on offshore services and Russian business dealings. The contract prohibits subcontracting of the presswork.
