Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the County. The County also reserves the right to enter into contract negotiations with a Responsible and Responsive Bidder who submits the lowest bid. In light of the modified scope of work, the County shall review the three lowest bids submitted by Responsible and Responsive Bidders in order to select one

Bidder to whom to award the contract.

C. The County reserves the right to delete any bid items and the total bid shall be determined as the sum of the bid items awarded. In evaluating bids, the County will consider the qualifications of the Bidders, whether or not the bids comply with the prescribed requirements, time of completion, and other data, as may be requested in the Bid Form or prior to the Notice of Award. The County may conduct such investigations as the County deems necessary to assist in the evaluation of any bid and to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers and other persons and organizations to perform and complete the Project in accordance with the Contract

Documents to the County's satisfaction within the prescribed time. The County may consider the operating costs, maintenance requirements, performance data, and guarantees of major items of materials and equipment proposed for incorporation in the Project when such data is required to be submitted prior to Notice of Award.

If the contract is to be awarded, it will be awarded to the Responsible and Responsive Bidder submitting the lowest bid whose evaluation by the County indicates to the County that the award will be in the best interest of the Project. The County will give the Successful Bidder a Notice of Award within thirty (30) days after the day of the bid opening.

Beach Operations Project Manager (See paragraph titled "Roadway and Public Safety" for additional details). It is the responsibility of the contractor to manage the disposal of material in safe and consistent manner in compliance with State and Federal laws.

Expand Irrigation System: The contractor shall install an irrigation system per the plans and specifications supplied and shall connect to the existing Hunter irrigation systems that currently services all tree/plant beds along the SR 83 (US 331) corridor/median. This underground pipe system shall be a minimum of 12 inches deep. The pipe servicing the irrigation lines shall be a minimum of one foot from the roadside back of curb to prevent damage from traffic. The attached spray head shall be properly mounted beside curb with a “whip” to prevent main line breaks. The purpose of this expansion is to supply adequate water to the planned replacement of sod and shall require reprogramming the existing Hunter system to have the added zones necessary to complete the project. The irrigation system shall match the supplied documentation attached to this bid if possible. The existing irrigation system wells and controllers currently cross SR 83 (US 331). The added irrigation system will need to connect to the existing water supplies as it stands in the median. It is up to the contractor to determine what processes are necessary to reach and or connect to the existing irrigation management system if current wiring is not adequate.

The irrigation systems are to be fully functional before sod is introduced and they are to be inspected for a one-year period upon completion. An inspection report is to be submitted to the Walton County Beach

Laydown Yard: Beach Operations will provide a location along SR 83 (US 331) to be available for the delivery of materials and supplies. This location is the future home of a visitor center. The County assumes no responsibility for material stored in any supplied location, nor along the median of SR 83 (US 331).

Roadway and Public Safety: The contractor shall confirm with Beach Operations a clear and FDOT compliant plan, using FDOT Standard Plans Index 102-600, that allows for the healthy passing of all traffic along SR 83

(US 331). The contractor shall supply properly trained flag crews if necessary to direct traffic when deliveries or movement of materials occur. If necessary, and subject to approval from the Walton County Beach

Operations Project Manager, the contractor will be allowed to deliver material to the median at hours which do not interfere with school pickup/drop-off times, peak traffic hours, or holidays. If a delivery must occur at night, to meet the need of not interfering with heavy traffic, then proper roadside lighting is required as work is performed and Beach Operations is to be informed.

All lane closures and shoulder closures must be pre-approved to allow time for the County and FDOT Public

Information Offices to send out notifications. To request pre-approval, contact Jason Jones at jason.jones@dot.state.fl.us, and copy jace.albury@dot.state.fl.us, melinda.clumfoot@dot.state.fl.us, allie.alford@dot.state.fl.us, and patrick@wcfltourism.com on all emails.

Requests shall be submitted two weeks in advance of desired closure dates.

County.

This includes the removal and dumping of the sod waste, pallets, and any debris related to the project. Normal waste will be disposed of in plastic bags, when possible, but not to include sod. All open bed trucks used for transporting waste must be covered

(tarped). The County is not required to supply removal of contractor waste. All debris and any other matter removed from the contract area shall be disposed of in compliance with Federal, State, and County laws or ordinances. The contractor is solely responsible for any disposal fees (dumping charges) incurred during routine maintenance. If applicable, all empty service and material containers of pesticide and fertilizer products shall be triple rinsed out and disabled in accordance with label instructions to prevent reuse prior to disposal. The disposal of waste must be at an authorized landfill.

Equipment: The contractor shall provide and maintain during the entire period of this contract equipment sufficient in number, operational condition, and capacity to efficiently perform the work and render the services required by this contract. All handheld power equipment such as blowers, weed eaters, trimmers, edgers, chain saws, etc., must be low emission, four cycle, or electric powered. All vehicles used by the contractors must be appropriately licensed and insured and bear the company name or logo on it. Any equipment deemed by the County to be inoperable, unsafe, or improper for desired use shall not be utilized.

Equipment supplied by the contractor shall be designed for or suited to the task for which it is intended.
