About this file
This is an irrigation layout and technical specification document prepared for Walton County, Florida, in support of the SR 83 (US 331) Landscaping Improvements project, a joint collaboration between Walton County and the Florida Department of Transportation (FDOT). The project involves the installation of a comprehensive irrigation system along the SR 83 (US 331) scenic corridor median spanning approximately 256,500 square feet from SR 30 (US 98) to north of Chat Holley Road. The work is divided into two phases: Phase 1 extends from Coastal Center Drive to the south side of the Clyde B. Wells Bridge, and Phase 2 extends from US Highway 98 to Coastal Center Drive. The contract duration is 60 days for substantial completion with an additional 30 days for punch list completion. A mandatory pre-bid conference is scheduled for October 27, 2025, at 10:00 am, with bid responses due on November 17, 2025, at 3:00 pm. The total project cost is estimated at approximately $670,000, structured as a lump sum bid with six line items including mobilization, maintenance of traffic, sod removal and site preparation, Zoysia sod installation, irrigation system components and installation, and a 10% owner's contingency.
The irrigation specifications require contractors to install Rain Bird pressure compensating emitters at flow rates of 3 gallons per plant and 1 gallon per day, with minimum Schedule 40 PVC piping buried at least 12 inches below grade and trenching a minimum of 12 inches from the back of curb. The system must provide 100% coverage of all planted and sod areas without overspreading onto roadways or median openings. Contractors must warranty the irrigation system for one year against defects in material and workmanship, verify all existing utilities through an 811 dig ticket prior to excavation, and notify the Beach Operations Department 48 hours prior to construction. All lane and shoulder closures must be requested in writing and approved a minimum of 48 hours prior to work, with allowance for up to 2 weeks for the approval process. Contractors are required to provide performance and payment bonds, maintain a full-time on-site superintendent, and adhere to FDOT traffic control standards per the 600 Series. The contract includes liquidated damages of $1,685 per calendar day for project delays and requires compliance with all federal, state, and local regulations and licensing requirements.
