This document contains the Terms and Conditions for State Price Schedule (SPS) 2-26-84-14, issued by the California Department of General Services, Procurement Division, in conjunction with the California Department of Human Resources (CalHR), Merit Award Program (MAP). The SPS establishes a statewide procurement vehicle for the purchase of 25-Year State Service and Retirement Awards for eligible state employees. The contract term is three years, effective February 1, 2026, with an option to extend for an additional two-year period. Approved suppliers must submit annual renewal applications by December 15th to maintain listing status, with approvals valid for twelve-month periods ending January 31st. The SPS is available for use by all California state departments statewide, and the State reserves the right to terminate the agreement for convenience upon thirty days' written notice.

Suppliers must meet specific participation requirements, including supplying all seven core items, providing personalized certificates and presentation folders meeting defined specifications, maintaining a twenty-four-hour online catalog accessible to multiple users, and accepting orders via email, facsimile, or mail. Pricing is all-inclusive and F.O.B. destination, with suppliers required to honor listed prices for a minimum of twelve months and immediately notify the State of manufacturer price declines. Delivery must be completed within thirty calendar days of order receipt, with suppliers responsible for contacting secure delivery locations regarding access procedures. All goods must be newly manufactured, and suppliers must provide customer service support during business hours with an assigned contract manager. The State will pay $165 (plus tax) for non-core awards selected by employees, with employees responsible for any remaining balance paid directly to the supplier. Suppliers are required to submit quarterly usage reports and aging debt reports, and may be suspended for six months or longer for misuse of the California State Seal, failure to meet participation requirements, repeated price violations, poor performance, or unresolved complaints.
