Page 3 of the RFP states that the Government may issue up to 4 contracts.
Would each contract be for a different subset of parts?
Yes Would the same part numbers be on multiple contracts?
No Would each of the 4 potential contracts be awarded to different subcontractors? Or, Yes Would a single subcontractor have multiple contracts?
No Would all contracts be from DLA Robins?
Yes, all basic contracts will be issued from Robins.
Would the base contract be from DLA Robins but then delivery orders could be received from DLA Robins or DLA Richmond (decentralized ordering)?
Yes Would Richmond order the same parts on your contract with Robins or would they be entirely separate efforts?
They will be separate NSNs.
Appendix A has considerably more items than Appendix B and they do not appear to overlap.
What does the statement on pg4 “The Government does not intend to take possession of any tooling generated as a result of this contract” imply?
The Government does not intend to take possession of any tooling generated during this contract.
The CLINS jump from Item 0001 to Item 0005. Have items 0002 through 0004 been purposefully omitted?
Yes, they are reserved in case there is a need for additional or changed CLINs.
Please confirm that the expectation is that each offeror will provide pricing for all items but that the Government will award on an individual item by item basis. Meaning, Company X and Company Y submit pricing for all 10 items on the RFQ. Company X’s total evaluated cost is $500 for all 10 items. Company Y’s total evaluated cost for all 10 items is $475. However, on 4 of the items Company X has a lower cost than Company Y. Based on the solicitation terms, Company X would be awarded 4 items and Company Y would be awarded 6 items. Is this correct? Additionally, please confirm that award of a particular item is low bid on an item by item basis.
That is correct. This will not be awarded as all or none. During the best value process, the contractors determined best value and award eligible, then the NSNs will be awarded to the low priced submittal.
How are items added to the contract? Are they competed amongst all awardees once a requirement is known?
They will be competed among those offerors who received contracts.
Section L states that Volume II data for Past Performance must be submitted within 30 calendar days from RFQ issuance. How does/will this differ from the submittal dates for Volumes I and III? Does this mean that the entire Volume is due back within 30 days or just the Questionnaires?
There is the possibility the actual pricing may take longer than 30 days, if so, the Past Performance information responses will be due 30 calendar days from RFQ issuance.
The chart on page 36 indicates that 1 paper copy and 1 soft copy is required for Volume III. However the asterisk indicates that 1 paper copy and 2 DVD copies are required for Volume III. Please clarify.
It will be corrected to 2 CD/DVD copies.
How is the Past Performance submitted for critical subcontractors used in the evaluation of an Offeror’s proposal? Section (iii) on pg 43 states that subcontractor past performance information will not be included in the determination of the relevancy of an offeror’s past performance. Please clarify.
While you are to include subcontracting information, the Assessment group will only consider the key personnel as outlined in the clause. The actual contract is with the prime contractor, they are free to subcontract but the Prime is held solely responsible for how that chosen subcontractor performs.
Please clarify the difference between the TEP methodology described on page 45 and the price competition described in Section H-901 on pg 11. Does page 11 section H-901 refer only to add on items and NSNs not listed on the original attachments?
H-901 is for pricing additional NSNs AFTER the Best Value decision and contracts have been awarded. M-900 is the evaluation to make the initial Best Value contract decision.
There is no delivery schedule listed within the DRAFT RFP. Will delivery schedules be included in the final RFP?
Yes
Pricing and capacity planning will be largely affected by the delivery schedules. Will there be different delivery schedules for part with an associated sub-CLIN for material setup (i.e. engineering and tooling development) versus those without material setup sub-CLIN's (i.e. contractor already has engineering and tooling completed)?
Yes, it is expected the engineering and tooling Subclin will take longer than the production.
CLIN's 0005 and 1005 address DD1423's. There are two 1423 CDRL's included with the solicitation: one for delivery of CAD data (A001) and one for TDP review (A002). Are these CLIN's to include both of these CDRL's?
There will be separate subclins for A001 and A002 Are these CDRL's separately priced?
Yes Will just a single CLIN be issued to cover ALL possible part CLIN's or will a matching CLIN for CAD data and TDP review be issued for each part CLIN?
Each production CLIN will have a corresponding CAD and TDP CLIN specific to that particular CLIN.
The only issue we currently have with the draft is the language contained in H903, Contractor “No Bid” Actions. It would appear that the government is forcing contractors into an all or nothing situation with this language in spite of the language contained within H901 that states “Award will not be made on an aggregate low price as an all or none award”. I realize this is speaking to individual NSN’s but it also seems to be in contradiction based on a firm’s desire to not bid items which are outside they’re manufacturing envelope / capabilities. We have no issue with providing reasoning for No Bids as required by H-903 but it would appear that the acceptance or rejection of those reasons would be subjective in nature depending greatly on the person reviewing the reason(s) given.
The clause will be revised. While I would still like for all NSNs to be proposed upon, there will be no penalty for a no bid. As this is not all or none, the total amount is strictly a data point.
The TIR (Total Item Record) has old/obsolete part numbers listed with the current part number. We only load the current part numbers in our system.
