The solicitation number is SPRTA1-26-R-0012, with an offer due date of January 16, 2026 at 4:00 PM. The Government intends to award one firm-fixed-price contract, though it reserves the right to award multiple contracts or no contract based on proposal quality and available funding.
The requirement is for 5 units of a gearbox accessory (NSN 2840-01-139-4075, part numbers 305-100-208-0 and 305-100-212-0), manufactured by General Electric Company (CAGE 07482). This is designated as a Critical Safety Item (CSI) requiring Unique Item Identification (IUID). The solicitation includes multiple line items offering different product categories: new manufacture (CLIN 0001), government or commercial surplus (CLIN 0002), and sub-line items addressing new/unused government surplus (0002AA), new/reconditioned government surplus (0002AB), used/overhauled government surplus (0002AC), new/unused commercial surplus (0002AD), new/reconditioned commercial surplus (0002AE), and used/overhauled commercial surplus (0002AF). All items must be delivered to DLA Distribution Depot Oklahoma at Tinker AFB by June 5, 2027, with FOB Origin pricing. Contractors must hold offered prices firm for 120 days. The solicitation incorporates standard FAR and DFARS clauses, including requirements for small business subcontracting plans, various compliance certifications, and payment via Electronic Funds Transfer through Wide Area WorkFlow (WAWF). Evaluation will use a best-value process considering technical acceptability, cost/price, past performance (based on Supplier Performance Risk System scores), and small business participation plans.

UID REQUIREMENT: The Government does not intend to tell contractors the specific data to be put into each mark.
International Standards and MILSTD130 provide the guidance needed by the contractor to determine what information is required within the mark and acceptable formats for applying the mark. It is the contractor's discretion on which UID construct to use according to current business practices. Still, "The preferred format for Unique Identification (UID) is Construct 2 (Issuing Agency Code, Enterprise Identification [CAGE Code], Original Part Number, and Serial Number) as set forth by MILSTD130N (or later revision) and the DOD Guide to Uniquely Identifying Items, version 3.0, December 2014 (or later revision). UID shall be in addition to the original Human Readable Information and applied using comparable marking methods. Application of UID markings shall in no way compromise item integrity."

NEW MANUFACTURED MATERIEL
New materiel means materiel manufactured by a qualified manufacturer, which has a Governmentapproved inprocess quality system meeting the requirements of this solicitation. Previously manufactured materiel is considered “new material” as long as it in new and unused condition and held by the actual manufacturer, the system contractor or subsidiary, or a successor or distributor. This solicitation does not contemplate surplus materiel. In the event surplus material is offered and it is determined to be the best value to the Government, a determination shall be made as to its acceptability. The urgency of the instant action and the time necessary for evaluation, however, may preclude consideration of surplus materiel for this award; in the event surplus materiel is determined to be acceptable, the solicitation will be amended announcing any supplemental inspection requirements and revising the due date for receipt of proposals. This statement applies to CLIN 0002AA.
NEW MANUFACTURED MATERIEL AND GOVERNMENT SURPLUS MATERIEL ACCEPTABLE
New manufactured as defined as well as Government surplus materiel as defined as (1) materiel, which has never been sold or accepted by the Government; or (2) materiel which would be considered “new Manufactured” except that it is not held by the actual manufacturer, the system contractor or subsidiary, successor, or distributor and as indicated below, will be considered to be acceptable in satisfaction of this requirement. Inspection and acceptance criteria for the surplus materiel are set forth in Section E hereof. The categories of surplus materiel and the Contract Line Item(s) to which this statement applies are:
