About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity related to the Objective Commander's Weapon Station (OCWS). The Q&A addresses vendor inquiries about contract capabilities, subcontractor involvement, and technical drawing specifics. Key points include confirmation that prime contractors can leverage subcontractors to meet capability requirements, with the prime contractor responsible for overall contract obligations. The document clarifies that weapon systems are defined as items used directly by Armed Forces to carry out combat missions, and provides specific guidance on various technical drawing and part number inquiries, including availability of CAD models, assembly instructions, and approved sources for specific components.

The Q&A covers multiple technical aspects, such as part numbers for components like Pintle Adapter Kit, Periscope, Control Box, and Joystick Assembly. Many detailed drawings are noted as source-controlled or not available, with some pre-qualified sources identified (e.g., Optex Systems for certain components). The document indicates that some drawings will be provided upon contract award, and some specific technical specifications are pending or require reference to existing military specifications. The Q&A provides technical clarifications that would help potential vendors understand the detailed requirements of the Objective Commander's Weapon Station contract.

QUESTIONS ANSWERS

Section 3.1.1 of Attachment 0001 OCWS SOW_2024_V1 calls out a list of capabilities that the contractor should be familiar with and possess the capabilities of Section C.3.1.2 calls out a list of requirements that the contractor should be capable of working with or have direct prior experience with. As the prime contractor, would we alone be required to possess all capabilities and direct experience listed in Sections 3.1.1 and 3.1.2?

No, in contracting, the prime contractor is not necessarily required to possess all the capabilities and direct experience outlined in the Statement of Work (SOW). They can leverage subcontractors to fulfill specific requirements, provided the subcontractors are deemed responsible. The prime contractor is responsible for ensuring that the overall contract obligations are met, and for the responsibility of their subcontractors. FAR 9.104-1(a) states that to be determined responsible, a prospective contractor must have adequate financial resources to perform the contract, or the ability to obtain them (see 9.104-3(a)). FAR 9.104-3(a) states, "Ability to obtain resources. Except to the extent that a prospective contractor has sufficient resources or proposes to perform the contract by subcontracting, the contracting officer shall require acceptable evidence of the prospective contractor’s ability to obtain required resources (see 9.104-1(a), (e), and (f)). Acceptable evidence normally consists of a commitment or explicit arrangement, that will be in existence at the time of contract award, to rent, purchase, or otherwise acquire the needed facilities, equipment, other resources, or personnel.

Consideration of a prime contractor’s compliance with limitations on subcontracting shall take into account the time period covered by the contract base period or quantities plus option periods or quantities, if such options are considered when evaluating offers for award."

Will a subcontractor’s capabilities and direct prior experience listed in sections 3.1.1 and

3.1.2 of Attachment 0001 OCWS SOW_2024_V1 be acceptable?

Yes, provided the subcontractors are deemed responsible. The prime contractor is responsible for ensuring that the overall contract obligations are met, and for the responsibility of their subcontractors. The prime contractor's own experience or the combined experience of the team including subcontractors is acceptable for the capabilities and direct prior experience listed in the SOW sections 3.1.1 and 3.1.2.

Regarding Section M, "Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

• Contract valued ≥ $10M

• Assembling and delivering weapon stations* with multiple parts and technical specifications that support DoD or other US Government weapon systems.

• Manufacturing/producing systems that support DoD or other Government weapon systems.

• Machining, welding, and assembling components comprised of armor grade metals.

Weapon station for this section is defined as a medium or light-caliber weapon system that consists of mechanical, electrical, and electromechanical components (i.e., gunner protection), cable harness assemblies, turret (or other) drive motors, controllers, and transparent armor that can be installed on a ground combat vehicle."

Does building tactical wheeled vehicles and/or resetting them constitute as a weapon system?

Weapon systems should be acquired pursuant to a defense acquisition program. A weapon system is defined as items that can be used directly by the Armed Forces to carry out combat missions. If the tactical wheeled vehicle was used to carry out combat missions, it therefore classified as a weapon system.
