MECHANICSBURG UNIVERSAL CONTRACT OVERVIEW: The government is interested in awarding multiple contracts to organizations that can supply various commercial and non-commercial items and services to support the DoD and any other Federal Agencies with near term focus primarily on Naval Supply – Weapon Support Systems (NAVSUP WSS). The government will own many Technical Data Packages (TDPs) for the universe of items. However, some items will be Commercial-Off-The-Shelf (COTS) or will support items in which the government does not own the TDPs.

You input is highly encouraged, as your answers to the questionnaire and recommendations will enhance the acquisition process.

1. The projected scope of this acquisition has the potential to support 100k+ maritime equipment items covering multiple weapon systems, mechanical parts, and more. The planned solution is to award a 20 year multiple award contract with coverage for the universe of interconnection equipment. Does your organization have a Supply Chain Management process in place to support the universe of items?

2. Does your company have experience as a prime contractor, working on similar efforts within the Federal Government? If so, please list relevant contracts and agencies.

3. Can you elaborate on the partnerships you have within industry to supply these items. Based on the NIIN sampling provided in this Sources Sought Announcement, can your company support 95% of the items?

4. Will your organization rely on large manufactures for a portion of this work due to the sources of certain items? If so, is there a particular FSC category, or more specifically a NIIN listing, that is only procurable through large business?

5. How will your organization mitigate risk in terms of surges in demand?

6. The government understands the unlikelihood that awardees with manufacturing capabilities will be able to supply the complete universe of items. How will you handle First Article Testing and Engineering Change Proposals as an Integrator or Distributor? Can your company provide technical support?

7. Is your organization equipped to stock items that have predictable demand? If not, can you explain why?

8. If this acquisition was full and open, would your organization bid as a prime contractor?

9. If this acquisition was a set-aside for small business, would your organization bid as a prime?

10. What challenges, if any, will your organization face when proposing on this effort?
