About this file

This is a Request for Proposal (RFP) for the procurement of spare parts supporting an 800kW, 60Hz Diesel Powered Generator Distribution System (DPGDS). The solicitation, numbered SPRBL127RA007, was issued by the Defense Logistics Agency (DLA) Land at Aberdeen on October 8, 2026, with proposals due November 9, 2026 at 11:59 PM. The procurement seeks four specific line items: STARTER, MOTOR (NSN 6110-01-688-2186, Part No. 21103722); CONTACTOR, MAGNETIC (NSN 6110-01-694-0231, Part No. HCV-7HAL); CONTACTOR, MAGNETIC (NSN 6110-01-694-6706, Part No. HCV-7HAL-1); and GENERATOR, ALTERNATING CURRENT (NSN 6115-01-623-4053, Part No. RBIQ0010373). The best estimated quantities total 25 starter motors and 5 units each of the other three items over the five-year base contract period (no option years).

This is an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with a minimum value of $439,149.40 and maximum value of $1,389,305.05, structured as firm-fixed-price with estimated annual quantities of 5 starter motors and 1 unit each of the other items per year. Delivery is required FOB Destination with inspection and acceptance at origin; partial deliveries are scheduled at staggered dates through October 2031. Contractors must demonstrate active status in the Defense Logistics Agency Joint Certification Program (JCP) to access required Technical Data Packages. The Government intends to award multiple contracts but reserves the right to award to a single offeror. Award will be made on a best-value basis considering Technical approach (adequacy of response, technical performance, management, and initial risk assessment), Past Performance (within three years), Delivery Schedule, and Price, with non-cost factors approximately equal to price. Proposals must be submitted electronically via DoD SAFE to Keaneesha.a.Canady@dla.mil and include separate technical, past performance, and delivery schedule sections not exceeding 30 pages. All unit prices must include costs for Contract Data Requirements List (CDRL) deliverables; separate pricing of CDRLs is not acceptable. A one-year commercial warranty is required, with packaging per military specifications and Item Unique Identification marking requirements for items exceeding $5,000 unit acquisition cost.

(c) The Government will mail, or otherwise furnish to, the Offeror an award or notice of award not later than the day the award is dated. Therefore, the Offeror shall compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through ordinary mails.

However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the award or notice of award by adding: five calendar days for delivery of the award through ordinary mail, or one working day if the solicitation states that the award or notice of award will be transmitted electronically. PLACING AND PROCESSING ORDERS

In the event two or more orders are placed for the same NSN on the same delivery schedule within a 60-calendar day timeframe, the orders will be combined, and the Government will receive the price benefit of the larger combined quantity as if the orders had been placed at the same time. In the event of this occurrence, the contracting officer will adjust the unit prices accordingly on the delivery orders in question. Schedules will be unaffected by the combination of the orders as described herein. Orders that are placed for the same NSN on the same delivery schedule within a 60-calendar day timeframe that cross over two contracts years (i.e., ordering year one and ordering year two) are subject to the order combination and price adjustment provisions discussed above, the pricing on the schedule for the earlier contract year will apply for the combined quantity.

Delivery order pricing is determined by date delivery order is issued. DLAD PROCUREMENT
