About this file

This is a Request for Proposal (RFP) for the procurement of SINCGARS Installation Kits and associated components under a firm fixed-price, indefinite delivery/indefinite quantity (ID/IQ) long-term contract with a five-year base period and no option years.

The solicitation covers eleven distinct SINCGARS installation kits identified by National Stock Numbers (NSNs), including Installation Kits for electronic equipment (MK-2394/VRC, MK-3149/VRC, MK-3174/VRC, MK-2715/VRC), mounting bases, loudspeaker-control units, and various cable assemblies. Best estimated quantities span five contract years with Year 1 ranging from 0 to 798 units per item and declining through Year 5. The minimum contract value is $19,134,798.61 and the maximum is $25,608,267.09. Proposals must be submitted through the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module with a validity period of 180 days. The Government's required delivery schedule specifies 10 units 180 days after award with 10 additional units every 30 days thereafter. Inspection and acceptance occur at the contractor's origin location, with F.O.B. destination pricing. A one-year commercial warranty is required, and contractors must perform First Article Testing (FAT) on major components within 270 calendar days of contract award. The evaluation will use a Lowest Price Technically Acceptable (LPTA) source selection methodology, with non-price factors including technical adequacy, past performance within the past six years (limited to three Government and three commercial contracts), and delivery schedule capability. The issuing agency is DLA Land at Aberdeen Proving Ground, Maryland (SPRBL1), with the Contract Specialist being Keaneesha A. Canady and Contracting Officer Matthew W. Casey.
