1) Proposal Submission: Can a vendor submit the Solicitation by email?

Yes, vendors can submit Proposals via email.

2) Delivery: If a vendor delivers a higher quantity in one month (example qty 700: which would make the vendor ahead of schedule), would they still be required to deliver qty 350 the next month? Or would that make the vendor late because the qty 350 each month was not delivered?

The quantity is an aggregate so you can deliver 750 initially and then send 250 the next month. The aggregate is 1,000. If that exceeds the first two month requested, then you are ahead.

3) NAICS Code: What is the NAICS code associated with this proposal?

The NAICS code listed on the first page of Solicitation SPRBL1-24-R-0006. Other NAICS were considered, however this one was determined as the best fit for this effort.

4) Response Format: Does DLA want vendors to provide separate documents when responding to the Technical, Delivery, Price, etc. areas, or can the vendor combine them all in one response document?

You can may provide all documentation in one email in as separate or combined volumes. In accordance with the Instructions to Offerors on page 80 of Solicitation SPRBL1-24-R-0006, there are no stipulations to the format in which responses are to be received, therefore separate or combined volumes are acceptable. Comment by Boutchyard, Theresa I CIV DLA LAND AND MARITIME (USA): This does not directly relate to the question, is unnecessary, and is opening up to more risk and questions from vendors. Instead, verify how you are instructing the offerors to send their proposals in Section L and be consistent here. If you want it in one volume, multiple volumes or no preference so state. If you are requiring it to be a certain way to be LPTA, recommend you amend the solicitation section L rather than just use this Q&A.

5) Teaming Agreements: Is it acceptable to submit a proposal under a teaming arrangement?

Teaming arrangements are acceptable. Please specify whether this agreement is signed (enforceable) or unsigned (unenforceable).

6) Past Performance: If a vendor has past performance history from 3 (three) DLA contracts for the same or similar items, are they still required to provide 3 (three) commercial past performance contracts?

Past performance contracts can be in either Government or commercial categories. For instance, a company could have two commercial contracts and one Government contract and that would suffice. In the stated example, three DLA contracts is sufficient.

7) Attachments for Submission: How should attachments be provided for proposal submission?

Attachments may be embedded into the actual proposal document or provided individually in separate attachments. Please note, properties in the PDF may cause difficulty when accessing the attachments. Submitting the Proposal with separate attachments is encouraged, but not required.

8) Packaging: Would the USG accept the use of shipping & packaging materials according to ASTM-D3951, which is consistent with other (recent) USG packaging requirements for similar product & contracts and helps keep the cost down?

The packaging standards are currently in review with the technical team. Please submit offers with packaging in accordance with MIL-STD-2073-1E w/Chg 1, as detailed in SPRBL1-24-R-0006.
