SPRBL 1-24-R-0001Government Response
Solicitation, Offer and AwardCLIN 2007, Pg 14/892nd Range Quantity shows "From 2 to 10". That range is inconsistent with all other NSN 5998-01-671-6549 2nd range CLINs which are "From 6 to 10". Please confirm the correct range quantity for CLIN 2007.Yes, the quantity range should be From 6 to 10. The Government will update it.
Solicitation, Offer and AwardCLIN 5004, Pg 27/895th Range Quantity shows different ranges quantities than all other years of NSN 6650-01-538-5879. Please confirm the correct range quantity for CLIN 5004.The correct quantities are referenced in CLINs 1004-4004, we will revised the range quantities in CLIN 5004.
Solicitation, Offer and AwardGeneralWhat is the anticipated contract award date for this effort? We anticipate an award 60-90 days after receipt of proposals.
Solicitation, Offer and AwardItem #6, Pg 3/89Is the "maximum contract ceiling" shown on page 3 of the solicitation the maximum ceiling for all awards or for each awardee? The maximum contract ceiling referenced on page 3 is for all orders throughout the 5 years. Additionally, the ceiling is inclusive for all awards as well.
Ex AGeneralThis RFP includes the OI Standard Advanced Dewar Assembly (SADA), PN A3354966. Is there a possibility that you could need a Non-OI SADA, PN A3190641-4 over the 5 years of the requested effort?Lack of requirements (defined as little or no demand) Item is also available to procure on the PM GroundSensors B-Kit Contract if need be. To date, we have never procured the NON-OI SADA PN A3190641-4
Ex Ap8 - Requirements for UIDCan we get the latest copies of all drawings?Latest drawings provided. A valid Joint Certification Program certification is required to access
Ex Ap19 - B001This states the plan is due 10 working days post contract award, yet B001 in the solicitation indicates this isn't separately priced. This needs to be a requirement when a DO is placed and funds are committed. Also, is there an expectation that the OPSEC plan would be updated with each DO award? One OPSEC Plan required per Contract- would be exercised once upon first DO.
Solicitation, Offer and Awardp31 - CDRLsCDRLs are not separately priced, but it appears that the requirement is to execute them per base contract award, not in accordance with DO award. DMSMS is not separately priced, but it appears that the DMSMS requirement is based on contract award independent of whether DMSMS support can only be performed as a part of executing production of a particular CLIN. How will the contract be adjusted so that the A005 DMSMS requirement only applies to items being procured during the period between which they were ordered and delivered.DMSMS CDRLS may need to be separately priced. The intent is for the contractor to provide DMSMS CDRLS throughout the life of the base contract so we are aware of issues that may affect production in advance of any delivery.
Ex APg 4 & 6Page 4 defines Class 2 changes as those that do not affect form, fit, function, cost, or delivery schedule. The classification of Engineering Changes for Class 1 and Class 2 on Page 6 does not define cost and delivery schedule in the classification lists. Please clarify if cost and delivery are meant to be included for the classification of a Class 1 change.Cost and delivery are Class 1 change criteria.
Ex APg 4 & 5Class 2 changes do not require the submission of CC documents on page 4, but Page 5 dictates DRAFT Class I ECP’s shall be submitted to the Government. Please clarify what is the intent for Class 2 changes.Intent is for class 2 engineering changes to be submitted to the government with enough information to allow the government to concur with the classification.
Ex APg 13Page 13, Specialized testing, all must go through approved Government ESS test procedures and AT. What are the government approved ESS and AT test procedures for the items on the contract? This solicitation is directed at current approved sources for the items contained. Approved sources currently provide these items to the government under other contracts. ESS test procedures and acceptance tests currently used by approved sources on existing contracts are acceptable. The government does not have documented environmental stress screening and acceptance test procedures. Intent is for the accepted sources to continue providing the items using the same procedures currently in use on PM GS contracts.
Ex APg 7Obsolescence management, page 7, what specifically is being referred to in regards to “electronic, microelectronic, electro-mechanical, and electro-optic components for each item on this contract”? For example, the Imager is overall an electro-optic assembly, so therefore so every component within the Imager be included in the obsolescence management? The intent is for obsolescence management to occur for the electronic, microelectronic, electro-mechanical, and electro-optic components for each NSN included in the solicitation. Using the imager as an example, it would not be expected the housing, lenses, common hardware, or machine-to-print items would be part of the list that part of obsolescence management unless the utilized special materials or coatings that are at risk of becoming obsolete. Again, using the imager as an example, components such has motors, resolver, relays and possibly connectors would be included in obsolescence management. Neither list in the Imager example provided by the government in this response is intended to be all inclusive.
