Solicitation number SPRBL1-14-R-0031 is hereby established. SPRBL1-14-R-0031 hereby replaces solicitation number SPMRAY-14-R-0001 which was used during the pre-solicitation phase on the Federal Business Opportunities website.
Concept.________
The Defense Logistics Agency (DLA) requires a material support contract for sole source Depot Level Repairable (DLRs) and consumables in support of Raytheon, Department of Defense (DOD) platforms.
The scope of this contract may grow to include additional phases of support, in out years. Future support may include, but is not limited to, depot level support and full platform support with repair actions and activities.
The establishment and execution of this DLA-Raytheon concept entails a world-wide support strategy that stresses speed and responsiveness in order to provide flexible, timely, and cost effective support to the end user. Additional phases may be later identified, negotiated and incorporated to accommodate continuous support solutions for sole source Raytheon platforms. A proposal will be requested from the offeror if additional support of this nature is required.
The government has a preference for material support on a Fixed-Price-Incentive (Firm Target) (FPIF) basis although the offeror is encouraged to propose an incentive structure that is mutually beneficial.
It is anticipated that the 64 sole source NSNs established herein will be definitized as FPIF CLINs. These CLINs will potentially have two incentives: cost and performance. Details regarding the governments preferred cost incentive structure are provided in Section L, Instructions, Conditions and Notices to Offerors. The government is seeking innovative solutions to reduce baseline lead time
(performance). The government supports the proposal of incentives for baseline lead time reduction. Cost and baseline lead time incentives are requested as a part of the offerors proposal and will be incorporated into the contract upon mutual agreement of the parties.

0001 NSN LISTING ___________
In accordance with the Statement of Work provided in
Section C a listing of Items (NSNs) and Best
Estimated Quantities (BEQs) are indentified in
Attachment 0001 - Schedule of Supplies, incorporated within Section J - List of Attachments.
Attachment 0001 provides the governments estimated
CLIN/SLIN structure. The offeror may adjust the current CLIN/SLINs detailed within the attachment.
The government did not provide separate SLINs to accomodate items that may require reusable shipping containers. If an items requires a reusable shipping container a SLIN may be added to allow the offeror to price the item to include the shipping container.
It is the governments preference that the Option period will not be evaluated at this time. It is the intention of the government to request a FPIF proposal from the offeror and enter into negotiations for the option period within the last 12 months of the basic contract period. This will allow sufficient time to establish realistic target pricing for the 36 month option period.
If the offeror provides a proposal with a contract type other than FPIF, and feels confident in pricing the option period, the offeror may provide pricing and a CLIN structure for the NSNs provided in
Attachment 0001.

SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
Statement of Work (SOW).
1 Scope. The purpose of this contract is to provide Raytheon sole-source Depot Level Repairable (DLR) spares and sole-source consumables ______ including sole-source components in support of Raytheon-related platforms within the Department of Defense (DoD) that will significantly reduce baseline unit cost and lead time. A list of Raytheon supported sole-source systems and subsystems is provided herin at Attachment
0003.
This IDIQ will fulfill DoD and FMS customer requisitions. The list of Raytheon-supported sole-source systems, platforms and programs has been identified. It is our intention to evaluate and place as many Raytheon items belonging to these systems and platforms on contract as possible. Therefore, additional sole source items may be identified and added to this contract.
1.1 Period of Performance. This action will result in the award of a contract which is anticipated to be a six(6)-year IDIQ Type ______________________
Contract consisting of a three(3)-year base period and one(1) three(3)-year option period to be exercised at the discretion of the
Government (subject to the negotiation of option pricing).
1.2 Background. This acquisition will be conducted with Raytheon using Other than Full and Open Competition. This contract will ___________ consolidate existing requirements into one comprehensive contract in a manner that enhances effectiveness and reduces overall cost to the DoD. A message will be conveyed to all appropriate ordering activities that this contract has been established. Ordering activities will be provided the opportunity to independently place task orders on this contract to support their customers. This vehicle will avoid duplication or conflicting contractual instruments across the DoD. The result will achieve a decrease in the number of contracts awarded and administered, an increase in the availability and reliability of the parts supported, and a reduction to the cost of material supplied. This effort will enable one infrastructure managed by Raytheon, creating an arrangement that balances performance, risk, and cost.
2. Requirements. _____________
2.1 DLR Spares and Consumable Items. The contractor shall provide all necessary supplies, DLR spares and consumables. ________________________________
2.2 Reduce Baseline Unit Cost. The contractor shall work to reduce baseline unit cost. __________________________
