About this file
This is an Emergency Purchase Extension Approval document issued by the State of Illinois Chief Procurement Office for General Services, involving the Illinois Department of Corrections (IDOC) and vendor Triton Testing and Design for chiller rental services at Dixon Correctional Center. The original emergency contract (B-53335) was established on July 15, 2026, following damage to the HVAC/R equipment breaker in the Health Care Unit caused by a major storm and resulting power loss. The scope of work consists of delivery and installation of temporary chiller rental equipment. The original contract term extended through October 12, 2026, with the extension period running from October 13, 2026, through November 30, 2026. The extension does not change the scope of work from the original emergency procurement.
The original contract amount was $332,400 (estimated), with the extension contract valued at $110,800 (estimated). Per CPO Notice 2026.6, IDOC determined that the extended emergency contract would not contain a Business Enterprise Program (BEP) goal if it had been competitively procured. The extension was approved by the Chief Procurement Officer on October 9, 2026, based on the critical need to maintain cooling in the Health Care Unit, which houses geriatric and medically vulnerable individuals in custody. IDOC is coordinating with the Capital Development Board (CDB) on a long-term permanent repair or replacement solution to the damaged cooling system. Should permanent repairs remain incomplete when temperatures rise, IDOC commits to conducting a new competitive procurement for chiller rental services rather than continuing the emergency extension beyond the cooling season.

1. Provide detail about the events that led the agency to conduct an emergency procurement:
Due to a major storm and a resulting loss of electricity, the breaker in the basement of the Health Care Unit (HCU) at Dixon CC that supplies power up to the penthouse for all of the HVAC/R equipment withstood damage. Due to the age of the breaker, parts are not readily available. This process to rectify the situation has not been completed and will be needed until the warmer temperatures end.
2. What is the scope of work of the initial emergency contract? Please detail below:

3. Does this extension change the scope of work? Yes No If yes, please detail below:

4. Provide justification for extending the original emergency contract:
The Health Care Unit (HCU) houses geriatric individuals in custody as well as individuals in custody needing medical care. The building will not be able to be cooled without this rental. There is no other location at the facility to house these indivduals as this building provides essential care and services. The process to rectify the chiller situation has not been completed and will be needed until the end of November. The long-term solution to cooling the HCU is a project that IDOC is coordinating with CDB to complete. Should the circumstance for the major permanent repairs still exist when temperatures begin to rise, IDOC will conduct a new competitive procurement for chiller rental services in time to address the situation.
5. Does this emergency contract correct or eliminate the emergency condition?
Yes No Please detail:
The immediate need for this equipment will pass once outdoor temperatures have shifted fully to fall/winter weather averages.
The ultimate resolution to the long-term situation will be completed as quickly as possible by IDOC in coordination with CDB.
6. Explain why the need cannot be met through a competitive procurement process.
The emergency extension is necessary only to get to the end of the cooling season. A competitive process for these services would be impractical at this stage. The ultimate resolution for the circumstance will be the repair and/or replacement of the cooling system damaged in the storm. IDOC is currently working on that resolution. Should the circumstance for the major permanent repairs still exist when temperatures begin to rise, IDOC will conduct a new competitive procurement for chiller rental services in time to address the situation.
7. Is a competitive procurement in process to replace this emergency contract?
Yes No Status:
The immediate need for this equipment will pass once outdoor temperatures have shifted fully to fall/winter weather averages. Should the circumstance for the major permanent repairs still exist when temperatures begin to rise, IDOC will conduct a new competitive procurement for chiller rental services in time to address the situation.

8. What is the effect of a denial of this extension request?
The Health Care Unit (HCU) houses geriatric individuals in custody as well as individuals in custody needing medical care. The building will not be able to be cooled without this procurement. Therefore, the effect of denial of the extension will be that those elderly and infirmed individuals in custody medical conditions could be exacerbated by not having appropriate temperature conditions for their care.
