About this file

This is a Sole Source Justification Form submitted by the Illinois Department of Veterans Affairs for linen services at the Illinois Veterans Home in Quincy. The requested service involves providing comprehensive laundry and linen services to a long-term care facility serving 300 veterans and spouses. The vendor, Denman Services, Inc., will provide scheduled pickup and delivery of healthcare linens three to four times per week, including patient gowns, bed linens, towels, washcloths, chuck pads, and blankets, along with emergency same-day delivery capability as needed. The contract has an estimated start date of January 16, 2026, and an end date of January 15, 2027, with zero renewal options. The estimated contract value is $509,200 for the initial one-year term.

The justification for sole-sourcing to Denman Services, Inc. is primarily based on geographic proximity and the facility's critical need for rapid emergency response capability. Denman Services is located in Quincy, Illinois, within the required 30-mile radius and capable of delivering emergency linen within one hour. The facility evaluated two alternative vendors—All in One Laundry (120 miles away in Springfield, Illinois) and Crown Linen Services (82 miles away in Mexico, Missouri)—but determined both were unsuitable due to inability to meet the one-hour emergency delivery requirement. The contract will be funded through state appropriated funds. Pricing was established through direct negotiations with the vendor, informed by the facility's historical usage of similar services and market research. The facility is currently operating under an emergency contract with Denman Services and intends to transition laundry services in-house within approximately one year as staffing and operational readiness are completed, making this one-year sole-source contract a bridge solution during the transition period.

Section VI - Business Rationale

1. Provide a detailed explanation of the need for the supplies or services:

Quincy Illinois Veterans Home is a Long term care facility serving 300 Veterans and spouses. One of the many critical services the facility provides is Laundry services. A long-term care facility needs laundry services to maintain a clean, sanitary environment that protects residents from infection and promotes dignity and comfort. Residents often require frequent changes of clothing, bedding, and linens due to medical conditions, mobility limitations, or incontinence, creating a high and consistent demand for reliable laundry support.

The vendor will provide scheduled pickup and delivery of healthcare linens three to four days a week, including patient gowns, bed linens, towels, washcloths, chuck pads, and blankets. All transport will be conducted using dedicated vehicles designed to keep clean and soiled linens separate, minimizing the risk of cross-contamination. Chain-of-custody documentation will accompany all pickups and deliveries to ensure full transparency and accountability. In addition to scheduled service, the vendor will provide emergency deliveries as needed to support uninterrupted patient care.

Upon arrival at the vendor’s facility, linens will be sorted by type and soil level, and each item will undergo a visual inspection to identify stains, damage, or contamination. Stains will be pre-treated, and any linens exposed to biohazards will be handled according to OSHA and CDC guidelines to ensure safe processing.

The washing process will use medical-grade detergents, disinfectants, and high-temperature thermal disinfection to eliminate pathogens and meet healthcare infection-control standards. The vendor will comply with ANSI/AAMI and HLAC guidelines and conduct routine microbial testing and quality-control procedures to ensure linens consistently meet or exceed hygiene requirements.

After washing, items will be dried using methods appropriate for each fabric type to prevent damage. Flatwork such as sheets, gowns, and drapes will be ironed and folded using commercial finishing equipment to ensure a professional appearance and ease of use. Clean linens will then be packaged in protective materials to maintain hygiene during transport and storage.

The vendor will continuously monitor linen inventory by type and volume, assist with setting and maintaining appropriate par levels, and provide reporting on usage trends along with recommendations for optimizing inventory. Quality assurance will be supported through internal audits, performance monitoring, and consistent communication, including prompt resolution of any service issues that arise.

3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?

Denman Services, Inc. is located in Quincy, Illinois, placing it well within the strict proximity requirement needed to support rapid response. The vendor’s location ensures it can reach the facility within 30 minutes, enabling guaranteed emergency delivery within the required 1-hour timeframe. As a full-service commercial laundry operation, the company specializes in high-quality linen processing for healthcare facilities, including hospitals, clinics, and long-term care organizations. Its close proximity allows for efficient scheduled deliveries and ensures immediate responsiveness during urgent or emergency situations, supporting uninterrupted care for our facility.

Proximity is a critical requirement to ensure the facility receives reliable and immediate support during both routine operations and emergency situations. A vendor located within a 30-minute radius is essential because linen shortages directly impact patient care, infection control, and regulatory compliance. In the event of unexpected increases in census, equipment failures, contamination incidents, or sudden linen demands, the facility must be able to receive emergency deliveries within one hour to maintain safe and uninterrupted operations.

Vendors located farther away cannot guarantee this response time due to variables such as travel distance, traffic conditions, and logistical delays. These risks create unacceptable vulnerabilities for a healthcare environment where timely linen availability is directly tied to patient safety, clinical workflow, and infection prevention standards. Therefore, close proximity is not a convenience—it is an operational necessity to ensure consistent service, rapid emergency response, and full continuity of care.

4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:

The nearest alternative commercial laundry facility is approximately 82 miles away, which equates to nearly an hr and half drive under normal conditions. A vendor located at that distance would not be able to meet the facility’s immediate or emergency needs, particularly when rapid response within an hour may be required. Additionally, relying on a provider so far away would significantly increase transportation costs, extend turnaround times, and introduce greater risk of service delays or linen shortages, all of which could directly impact resident care and operational efficiency.

5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If yes, name the alternative vendors whose supplies or services were evaluated:

All in One Laundry is located in Springfield, IL approximately 120 miles away from the facility. Crown Linen Services is located in Mexico, MO at approximately 82 miles away.

5b. If yes, what were the alternatives for each vendor and why were they unacceptable? Be specific with regard to features, characteristics, requirements, capabilities and compatibility:

The facility conducted a search for alternative vendors, but all other commercial laundry providers would be unable to deliver within an hr on an emergency delivery.

5c. Explain how the market evaluation was conducted?

*This evaluation is to determine available options within a market. If the evaluation is to determine quality or best suited option, this is not the appropriate source selection. Under no circumstances shall the evaluation consist of testing alternative options. These activities must be conducted in a competitive transparent environment (i.e. IFB or RFP).

The facility conducted a comprehensive search for qualified laundry service vendors through multiple channels to ensure a thorough evaluation of available options. This included reviewing listings and solicitations on BidBuy, consulting the BEP (Business Enterprise Program) vendor directory, and performing extensive searches on Google to identify both regional and local commercial laundry providers. This multi-pronged approach was intended to capture a wide range of potential vendors and assess their proximity, capabilities, and ability to meet the facility’s specific healthcare linen service needs.

6. Are there resellers or distributors?

Yes No N/A

7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?

Pricing was established through direct negotiations with the vendor, informed by market research and the facility’s historical utilization of similar services. The facility has previously worked with both a State Use vendor and with Denman Services, Inc., and this historical usage provided a reliable basis for determining fair and reasonable pricing. Through the negotiation process, the facility secured a reduced rate by entering into a one-year agreement with this provider.

8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?

Yes No

9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?

The facility is currently operating under an emergency contract with Denman Services, Inc. If sole-source approval is not granted and the facility is required to solicit competitive bids, it would be unable to maintain laundry services independently and would be forced to declare another emergency to ensure uninterrupted service. Reliable laundry services are essential for maintaining adequate supplies of clean linens, preventing infection risks, supporting daily clinical operations, and ensuring compliance with healthcare and regulatory standards. Without a stable and immediate laundry provider, the facility would face critical disruptions that directly affect patient care, sanitation, and overall operational safety.

The facility is not pursuing a competitive bid at this time due to current operational constraints associated with bringing its laundry services in-house. While the new laundry facility provides the necessary equipment capacity, the facility is actively recruiting and onboarding the staff required to support full operations. This staffing process has moved more slowly than expected, and effective operation of the new facility will require a seven-day-per-week, two-shift schedule that cannot yet be sustained. Until staffing and operational readiness are fully in place, the facility must continue to rely on Denman Services, Inc. to ensure uninterrupted, compliant laundry services.

10. Is there any additional information you would like to add to justify this sole source?

The facility currently aims to transition all laundry services in-house, but hiring progress has been slow. To accommodate this change, laundry operations would need to expand to a seven-day schedule with two shifts. In August 2025, four SSW laundry positions were posted; however, these positions would be filled by transferring SSWs from other departments, many of which—particularly Dietary— are already operating with critically short staffing. To backfill these roles, external hires would be required in the affected departments.

Dietary SSW postings were made in October 2025. This hiring could take 6-9 months to complete due to the number of employees needed.

This one-year sole source contract with Denman Services, Inc. will provide essential support to the laundry department during this transitional period. Even after new hires are made, a gradual implementation will be necessary, as the facility has not previously managed its own linen services. The full transition to in-house laundry operations is expected to take a minimum of six months following the completion of hiring to fully integrate services across the facility.

Q5bAnswer: The facility conducted a search for alternative vendors, but all other commercial laundry providers would be unable to deliver within an hr on an emergency delivery.

Q5cAnswer: The facility conducted a comprehensive search for qualified laundry service vendors through multiple channels to ensure a thorough evaluation of available options.

Q7Answer: Pricing was established through direct negotiations with the vendor, informed by market research and the facility’s historical utilization of similar services. The facility has previously worked with both a State Use vendor and with Denman Services, Inc., and this historical usage provided a reliable basis for determining fair and reasonable pricing. Through the negotiation process, the facility secured a reduced rate by entering into a one-year agreement with this provider.

Q9Answer: The facility is currently operating under an emergency contract with Denman Services, Inc.

Q10Answer: The facility currently aims to transition all laundry services in-house, but hiring progress has been slow. To accommodate this change, laundry operations would need to expand to a seven-day schedule with two shifts. In August 2025, four SSW laundry positions were posted; however, these positions would be filled by transferring SSWs from other departments, many of which—particularly Dietary—are already operating with critically short staffing.
