This is a notice for a Tailored Logistics Support Prime Vendor solicitation for Maintenance, Repair, and Operation supplies in the South Central Region of the United States. The Defense Logistics Agency Troop Support is seeking proposals to establish indefinite delivery/indefinite quantity contracts to provide MRO supplies to customers in two zones. Zone 1 covers Texas and Louisiana, while Zone 2 covers Colorado, New Mexico, Oklahoma, Kansas and Arkansas. Offerors may bid on one or both zones, with a single award for each zone.

The solicitation includes a price evaluation list of 500 items with firm-fixed prices over three periods, distribution pricing tiers with firm-fixed ceiling prices over three periods, labor rates for identified storefront positions over three periods, and a total price for an incidental service scenario. Evaluation will use a best value tradeoff process, with non-price factors significantly more important initially and price becoming more determinative as offers become equivalent. The estimated contract values are $30 million annually for Zone 1 and $21 million for Zone 2, with maximum values of $225 million and $157.5 million respectively. The closing date for proposals is February 3, 2014.

The conference room has a concrete floor. The previous carpeting has been removed and the floor is level. The floor has been fully prepped and all furniture has been removed.

The Contractor shall install the carpet tiles to the manufacturer’s specifications. The Contractor is responsible for all clean-up and disposal throughout the entire work site in accordance with all applicable regulations.

The Storefront shall operate as a small industrial supply store.

A warehouse approximately 3,000-4,500 square feet shall be provided by the customer.

Hours of operation shall generally be Monday through Friday from 8:00 AM – 4:30 PM Local Time (40 hour work week).

The operation of the Storefront shall require three employees which include one Store Clerk, one Material Handler and one Store Supervisor. The job descriptions for these employees are listed in Column D. This individual shall be required to keep inventory forms of merchandise stocked and merchandise returned to storage. This individual shall be required to offer customer assistance with the location or selection of merchandise as well as using the Contractor’s information technology system to conduct a material transaction. Other duties include: cleaning merchandise on or in display fixtures, maintaining the display sales area by straightening merchandise to give a neat, full, and salable appearance, removing damaged or outdated merchandise, and displaying merchandise in such a manner to maintain freshness and sale dates. $ - $ - $ -

Storefront Material Handler Full time on-site Storefront Material Handler whose primary function is to transport or store merchandise. Duties involve one or more of the following: Manually loading or unloading freight cars, trucks, or other transporting devices; unpacking, shelving, or placing items in proper storage locations; or transporting goods by hand truck, cart, or wheelbarrow. $ - $ - $ -

Storefront Manager Full time on-site Storefront Manager who will coordinate and perform all necessary functions to establish and maintain adequate stock and supply levels, oversee the Storefront, ensure successful and timely issuances of MRO goods to end-users, and manage the on-site staff. The Hourly Wage Rate is calculated into total Burdened Wages per employee per pricing period as follows:

Burdened Hourly Wage Rate x 8 = Daily Wage Rate Daily Wage Rate x 5 = Weekly Wage Rate Weekly Wage Rate x 4 = Monthly Wage Rate Monthly Wage Rate x # of Months for the Pricing Period = **Total Burdened Wages
