This is a solicitation notice for two Tailored Logistics Support Prime Vendor contracts to provide maintenance, repair, and operations supplies in the South Central region of the United States. The region is divided into two zones, with Zone 1 covering Texas and Louisiana and Zone 2 covering Colorado, New Mexico, Oklahoma, Kansas, and Arkansas. Offerors may bid on one or both zones.

Proposals will be evaluated using best value tradeoff procedures. The solicitation is expected to issue on January 3, 2014 with a closing date of February 3, 2014.

1. On page 63 of the solicitation (under Factor II – Technical Merit, Sub-Factor (c) – Socio Economic Objectives), third paragraph, the third sentence is amended to read as follows: “The percentage shall be formulated using the estimated annual demand value of $30 million for Zone 1 or $21 million for Zone 2 as the divisor.”
2. The NAICS code was omitted from Block 10 of page 1 of the solicitation. The NAICS code of 333999 applies to this requirement.
3. On page 58 of solicitation, under SPECIAL INSTRUCTIONS FOR THE SUBMISSION OF PROPOSAL INFORMATION: A. PROPOSAL ORGANIZATION/GENERAL INFORMATION is amended to read as follows:
****Non-Price Proposals, including attachments (except for attachment for FACTOR II, Subfactor (b), see page 62) shall be no longer than 50 pages (Times New Roman, 12 point font, single spaced). Paper size SHALL NOT exceed 8 ½ inches by 11 inches standard size. Graphics and charts are permitted to have a font and font size other than Times New Roman 12 point. Font must be legible and font size should be no smaller than 8 point. Any information included in a proposal past page 50 except the attachment for FACTOR II, Subfactor (b) will not be considered.
4. Interested parties have submitted the following questions. The questions with the answers are presented below.
Question 1: On page [58], “Non-Price Proposals, including attachments, shall be no longer than 50 pages.” Are Cover Letters and Tables of Contents included in the 50 pages?
Answer: No, they are not included.
Question 2: On page [60], Past Performance (a), “…Provide a list of your top 3 highest dollar value contracts performed OCONUS or CONUS at some point within the past 5 years for Maintenance, Repair and Operations (MRO)-type items.” Would the government accept past performance for other non- MRO DLA commodities (such as Class I) in place of the Class IV items specified? For example, could a contract to provide Prime Vendor services for a different commodity group be assessed as “relevant” and given a “substantial or satisfactory confidence” rating or would it be precluded from receiving those ratings because it was for a different class of commodities?
Answer: As per page 72 of the solicitation: “The Government will evaluate the relevancy of the contracts identified by the contractor in its proposal. Relevancy includes, but is not limited to:
similarity, recency, length, volume, delivery points, and dollar value. Performance occurring in the last five years may be considered recent with performance occurring in the last three years the most relevant… However, contracts determined ‘not relevant’ will not be evaluated for performance.” It would be a business decision by the offeror regarding which contracts to submit for past performance evaluation, provided the contracts are in accordance with the submission requirements on page 60, and included below for reference:

(1) Provide a list of your top three (3) highest dollar value contracts performed at some point within the past five years for Maintenance, Repair, and Operations (MRO) type items as described in the SOW. This requirement may include contracts with Federal, state, or local government agencies and/or with commercial customers. If offeror lists less than three (3), the offeror should make a clear statement that less than three (3) contracts have been provided.
(2) In addition to the contracts in (1) above, provide a list of your top three (3) highest dollar value supply contracts at some point within the past five years with Federal, state or local government agencies, and/or with commercial customers, unless already listed above. For example, if two of the three contracts listed for requirement (1) are also your highest dollar value contracts, then only one additional contract is needed to satisfy requirement (2).
Question 3: The RFP states [in the Statement of Work, 15. Additional Requirements, (a) Storefront, 1.
i.]: “Carry general liability policy. Inventory will be insured for the full value.” Please clarify that the material in the storefront will be owned by the government. Will the offeror be required to insure government materials? If this will be a requirement for the offeror, is it possible to provide a dollar cap for the inventory?
Answer: 1) Yes, material in the Fort Polk, LA storefront is owned by the government. 2) Yes, the contractor will be required to insure government materials. 3) No, we cannot provide a dollar cap for the inventory.
Question 4: Ref. Page 32, SOW, Paragraph 4(a): SOW Paragraph 4 (a) does not list any technical requirements for interfacing with customer specific systems. Is the contractor required to develop any IT interfaces with customer systems, for example, with CEMAS or Maximo? Are there any additional requirements related to contractor reporting to customer-specific systems?
Answer: During contract performance, the TLS PV may be required to interface with additional customer specific systems as developed or implemented by the customer.
Question 5: Do the Distribution Ceiling Prices (i.e. the Distribution Matrix) apply to any item that may be ordered during the term of the contract regardless of whether or not the item is included with the initial PEL or Acceptable Alternates list incorporated into the initial contract award?
Answer: Yes, the Distribution Ceiling Prices are firm-fixed ceiling prices per order that are applicable to all items, including products and incidental services, that may be ordered during the life of the contract.
Question 6: Paragraph (1) of the Past performance instruction s state for the offeror to “provide a list of your top 3 highest dollar value contracts performed at some point within the past five years for Maintenance, Repair and Operations type items as described in the SOW”. For the most recent MRO TLS solicitations for Hawaii (SPM8E3-14-R-0003) and Southwest (SPM8E3-14-R-0004), Amendments were released that revised the instructions to: “Provide a list of your top 5 highest volume dollar contracts performed at some point within the past 5 years for Maintenance, Repair and Operations (MRO) type items as described in the SOW”. Will an amendment be issued for [the] solicitation that is consistent with Amendment #5 (Hawaii) and Amendment #6 (Southwest) to provide a list of the top 5 highest dollar value contracts for MRO type items within the past 5 years?

Answer: No. The instructions in the solicitation are correct: “Provide a list of your top three (3) highest dollar value contracts performed at some point within the past five years for Maintenance, Repair and Operations (MRO) type items as described in the SOW.”
Question 7: Reference [page 5, paragraph] II Pricing states in part: “…Offerors must provide Acquisition Ceiling Prices for a minimum of 95% of the items on the PEL.” We…have seen, up until [this RFP], that the percentage of items to be priced has been 90% of the PEL. Will you consider reducing the percentage back to 90% to allow for a better competitive playing field and eliminate any perceived advantage to the incumbent?
Answer: No, the percentage of items on the PEL to be priced will remain at 95%. The requirement applies equally to all offerors.
Question 8: Reference [page 6, paragraph] IV Term states, “…The contracts resulting from this solicitation will be Indefinite Delivery/Indefinite Quantity Contracts with base ordering periods of 5 years and maximum terms of 5 years, which includes a 30-day implementation period, if needed, after award….” Previous solicitations have allowed for 60-day implementation period, which would allow for new competitors to establish their systems and eliminate any perceived advantage to the incumbent.
Will you consider restoring the implementation period to 60 days as has been the norm in previous solicitations?
Answer: At this time, there is no anticipation of revising the implementation period.
Question 9: For those offerors proposing a team approach, is it the expectation of the Government that each team member (company) must provide the full past performance requirements (potentially up to six citations per team member/company)? Or is it the expectation of the Government that each of the companies must be represented in the past performance citation requirement of providing the 3 highest value MRO and 3 highest value supply contracts per team for the full proposal.
Answer: In accordance with the instructions for submitting past performance information on page 60 of the solicitation, offerors may submit a maximum of six contracts total. For offerors that are proposing a joint venture, partnership, or teaming approach, it is a business decision by the offeror whether to submit contracts performed by the primary offering entity, contracts performed by a partner, or some combination of both. However, the offeror must follow the submission requirements outlined in the solicitation and may not submit more than six contracts. Please note that the most relevant past performance data is the information directly related to the primary offering entity.

The customer requires the following carpet tile to be used: Milliken; Part Number: 6391-DR-TBD; Item Description: Modular Carpet Tile, Design Rhythms, 36"x 36" Tufted Modular Carpet with Comfort Plus cushion, Pattern Name: Zirconia, Color Name: 102 Quarry Stones, Product PIN# 639 J -DR-TBD.
The conference room has a concrete floor. The previous carpeting has been removed and the floor is level. The floor has been fully prepped and all furniture has been removed.
The Contractor shall install the carpet tiles to the manufacturer’s specifications. The Contractor is responsible for all clean-up and disposal throughout the entire work site in accordance with all applicable regulations.
The incidental service will require six (6) hours of labor per worker, with a total of two (2) workers. (Total of 12 hours of labor for this job). Lackland AFB, Lackland, TX

The Storefront shall operate as a small industrial supply store.
A warehouse approximately 3,000-4,500 square feet shall be provided by the customer.
Hours of operation shall generally be Monday through Friday from 8:00 AM – 4:30 PM Local Time (40 hour work week).
The operation of the Storefront shall require three employees which include one Store Clerk, one Material Handler and one Store Supervisor.
