Packing, Storing and Transportation Services Solicitation Pre-Quotation Conference Q&As

QUESTIONS AND ANSWERS #2

Solicitation Number SPM070-12-R-0001

1. Question – What is the total weight allowable per packing? Does it include the weight of the cargo a diplomat may have in storage in the US?

Answer – As per 14 FAM 611.6-1, the Weight Allowance for Shipment and Storage is:

a. The combined shipment and storage of effects allowance has been established at the statutory limit of 8,165 kilograms or 18,000 pounds, net weight, for each employee, regardless of family status.

b. A limited shipment allowance is set at 3,265 kilograms or 7,200 pounds, net weight, for each employee, regardless of family status, and will be authorized in lieu of full shipment when post provides adequate furnishings. (For further information, see 14 FAM 613.1.)

2. Question – Regarding Question 5, from Q&A #1, currently we received lift vans from ITGBL orders without metal roofing; is metal roofing a requirement?

Answer – Reference Exhibit A, #2 and Section D.1, metal roofing is a requirement to all lift vans used for packing under the awarded contract.

3. Question – How many packing per year were estimated for the quantities shown in the pricing table?

Answer – Approximately, we have 40 employees or families coming and leaving each year. Each family generates normally 3 shipments, (1) ea HHE, (1) ea UAB and (1) ea POV. Adding all these shipments totals 120 shipments outgoing and 120 shipments incoming. In addition, this contract includes the delivery and/or packing of official Embassy cargo and official vehicles.

These estimated amounts are based on total estimated Government requirements. This means that if more than one award is made, the estimated amount of work awarded under task order(s) to any single contractor will be less than the amount shown.

4. Question – Insurance, what should it cover and are we allowed to sell additional insurance coverage for high expensive articles?

Answer – See Section I.10, 52.247-23 Contractor Liability for loss of and/or Damage to Household Goods, Section H.4, Insurance, paragraph(c) & (d) , and Section D.6, paragraph (d).

Separate from the contract, an employee may obtain additional private insurance through any company they choose as it will be a personal expense of the employee.

5. Question – As per Section C.4.1.4, are televisions sets required to be packed in a lift van?

Answer – Per Section C.4.1.4, “wrapping in waterproof paper and padding all items of furniture, television sets and other valuable equipment. The Contractor shall crate this item. The Contractor shall place these items in the lift vans so as to prevent damage or shifting while in transit…”

6. Question – Will the US Government issue ID cards to the contractor’s employees?

Answer – Please see Amendment # 001.

7. Question - Please advise if a Joint Venture can submit a proposal on the above referenced RFP.

Answer – Yes, as long as they comply with the requirements stated in Section H.4. (f), Section L.1.2.2. (5) & Section M.1.2.

8. Question - Where in the pricing tables can we introduce the THC (Terminal Handling Charge)?

Answer – The THC charges are considered reimbursable charges under line section B.5, item (h) (pricing table), as these charges are not controlled by offerors.
