Packing, Storing and Transportation Services Solicitation Pre-Quotation Conference Q&As
QUESTIONS AND ANSWERS #1
Solicitation Number SPM070-12-R-0001
1. Question – Where in the pricing tables can we introduce the minimum charges when applies?
Answer – Refer to the unit of measures applied per line items in Section B.5 to B.9 under Pricing.
2. Question – If the reimbursement amount established in section B.5 part 3 items f, g, h (pricing table) is not enough how should we proceed with the difference?
Answer – Reimbursement amounts established in section B.5, items F, G & H (pricing table) are the ceiling amounts for each year. These amounts were estimated based on our current orders. If these amounts are reached before the end of a contract year, any increase to these ceiling amounts has to be made through a modification signed by the contracting officer.
3. Question – Payment terms
Answer – (Section G.2) Invoices will be audited, certified and processed for payment within 15 days of receipt if the request for payment has all appropriate signatures and documents attached. Also, it may take up to 15 additional days to receive the check from the USA, or three days if processed through Electronic Funds Transfer (EFT).
4. Question – Are you allow to charge storage for empty containers (lift vans) owned by the U.S. Government?
Answer – No.
5. Question – Can the metal roofing on lift vans be substituted by other material given that the metal usually gets rusted? For example, linoleum or plastic?
Answer – No, the metal roofing may not be substituted by other materials.
6. Question – Should we include taxes in our proposal?
Answer – No, the U.S. Embassy is tax exempted.
7. Question – Section B.5, Pricing – What do you mean by “without boxing” and “with boxing”?
Answer – (Section B.5, Sub-Section d, pages 5-9 & Section D.6 (f)). As standard, vehicles are transported inside a container (with boxing), in rare occasion they may be transported outside a container (without boxing), which means roll on/roll off. Vehicles that are shipped without boxing should be transported from port to residences on flat bed tow truck.
8. Question – Question in column four (Est. Quantity in Hundreds) of the schedule. What is the meaning of the numbers (i.e. quantity, weight?)
Answer – Quantities shown in the estimate quantities column are yearly estimated quantities used to compute yearly contract ceilings. For line items with a unit of measure of 100, the estimated quantities are shown in hundreds. In other words, we divided the total estimated pounds per year by the unit of measure (100 lbs.). For example packing of HHE is shown in the pricing section with an estimated quantity of 2,880. The actual yearly estimated quantity is 288,000 but has been divided by a unit of measure of 100 since we are asking for unit pricing per 100 Lbs. To compute the total line item price per year, multiply your proposed unit pricing per 100 Lbs. times the estimated quantity shown in hundreds.
