About this file
This document is a Sole Source Justification Form for the Department of Agriculture seeking to purchase a Perkin Elmer Avio 220 Inductively Coupled Plasma Optical Emission Spectrometer (ICP-OES). The new instrument will allow the state's agriculture laboratory to save money on chemicals, increase sample throughput, and provide redundancy to its aging equipment that currently performs 75% of the lab's analyses. The sole source justification cites the compatibility with existing equipment, accessories, and service as the key reason for the sole source procurement. The state plans to purchase one Avio 220 ICP-OES unit along with an additional hydride pump to expand the number of elements that can be analyzed. This is a new one-time sole source purchase with a value of $99,900. No renewal options are included.
The state has determined that the pricing from Perkin Elmer is fair and reasonable based on the quote received. This purchase will obligate the state to the vendor for future maintenance and potential replacement needs. Without the new ICP-OES, the lab would be relying on a single aging instrument, which could halt operations when maintenance is required. Funding for this purchase will come from state funds.

Q2Answer: Our existing two instruments are 9 and 20 years old, the 20 year old being non operational. Having two instruments running allows for faster throughput, and also prevents the lab from being down if an ICP needs maintenance.
Q3Answer: To purchase one Perkin Elmer, Avio 200 model, Inductively Coupled Plasma, Optical Emission Spectrometer (ICP-OES). This unit is responsible for the detection of numerous elements necessary to verify the content offeed and fertilizer samples received by this lab.
An additional Hydride pump is requested to allow for more elements to be analyzed.
