SUMMARY OF WORK
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Location
Hampton Harbor is located in southeastern New Hampshire, at the mouth of the Hampton River and about two miles by water to the Massachusetts border.
1.1.2 Project Background
The North Jetty at Hampton lies at the entrance to the Hampton River and the Blackwater River and is an interlocked stone structure. The North Jetty is approximately 1,000 feet in length with a height of 12.3 feet above mean lower low water (MLLW), a crest width of 5 to 10 feet, and with an ocean and harbor slope of 1.5H:1V. Repairs to the North Jetty were performed in 1981 and again in 2016.
1.1.3 Project Description
The project descriptions are general in nature and are only given to indicate the scope of work under this contract. It does not limit the work required under the project contract drawings and specifications.
1.1.3.1 General Description of the Work
A. The Contractor shall provide all supervision, plant, labor, materials, tools and equipment, safety, quality control, and mobilization and demobilization necessary to perform the following scope of work:
(1) Perform repairs to reconstruct Stations 3+60 to 8+25 of the North Jetty to the profile and cross-sections shown on the contract drawings and as required by the specifications. Repairs will require substantial rehandling (moving and manipulation) of both new and existing stones to obtain the required interlocking placement.
(2) Repairs will require the mobilization and demobilization, the furnishment and delivery of stones, the removal/rehandling/resetting of existing stones, and placement of new underlayer and armorstone to replace stones displaced by a small vessel strike and subsequent storms. The work requires either full or partial dismantling and rebuilding of portions of the existing jetty. A new jetty toe will also be constructed on the ocean side of the jetty.
(3) Construction methods necessary to repair the North Jetty shall be by both land and water, subject to the restrictions stated in "a" through "e" below. The Government anticipates the majority of the work will be completed by water due to limited beach access and location of repair area in tide range. Mobilization of equipment and rehabilitation of the North Jetty will require land and water based construction methods, resources, and equipment.
SECTION 01 11 00 Page 3
a. Contractor access to the North Jetty by land is only available using the Access Route shown on the sketch attached at the end of Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS, titled "Real Estate Map".
b. The Access Route to the North Jetty required for employment of land based construction methods is only available to the Contractor between 25 September 2024 and 1 March 2024, inclusive.
The Access Route is not available before 25 September 2023 or after 1 March 2024.
c. The North Jetty may be constructed using water access from 1 July 2023 to 1 March 2024, inclusive.
d. The Contractor shall not work from the crest of the jetty or from the top of any dismantled portions of the jetty. Compaction mats shall be used for any land-based work in alignment with the conditions of the Water Quality Certification attached to the end of Section 01 57 19 TEMPORARY ENVIRONMENTAL CONTROLS.
e. The Contractor shall provide temporary control measures to deter the public from accessing the jetties or entering the work area during construction. Contractor will take all necessary measures to ensure controls are kept in good working order and in place during potential storm events. See Section 01 50 00
TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS.
B. The project description is further defined in the contract drawings and specifications. An existing conditions photo appendix is attached at the end of this section.
1.1.3.2 Covid-19 Safety
The Government expects that challenges associated with the COVID-19 safety environment will still exist during the implementation of this contract.
Due to the heightened safety and quality concerns related to this work, the Contractor shall develop a Covid-19 safety plan that will allow as many as 3 different Government representatives full access to the site and or working plants each day. The Contractor's plan shall follow the latest CDC guidance including rapid COVID-19 testing prior to entering the work area, boarding crew boats, dredges, or drill rigs; temperature checks, additional PPE to reduce the potential of COVID19 exposure or transmission, etc. All costs associated with this plan will be the responsibility of the Contractor.
1.2 CONSTRUCTION MATS
Construction equipment or vehicles shall not travel along the unpaved sand footpath from the Hampton State Beach Parking Lot to the State Beach without the use of heavy equipment ground mats. For location refer to the sketch attached at the end of Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. Any area of the beach used to haul armor stone shall be loosened to a depth of 2 feet and regraded to match existing grade prior to demobilization of land based equipment from the site.
