01 00 00 - 7

The Medical Center must maintain its operation 24 hours a day, 7 days a week. Therefore, any interruption in service must be scheduled and coordinated with the COR in advance to ensure that no lapses in operation occur. It is the CONTRACTOR'S responsibility to develop a work plan and schedule detailing, at a minimum, the procedures to be employed, the equipment and materials to be used, the interim life safety measure to be used during the work, and a schedule defining the duration of the work with milestone subtasks. Each Phase will include a start date and a Date of Substantial Completion. Before commencing

Work of each phase, the Contractor will submit an updated copy of

Contractor's construction schedule, showing the sequence, commencement and completion dates for all (remaining) phases of the Work. The contractor will include a description of the procedure proposed for making the cutover, including estimated outage time, to the Contracting

Officer’s Representative. The work to be outlined shall include, but not be limited to:

To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates for which the Contractor intends to accomplish work on each specific area or part of the building. In addition, Contractor shall notify the COR two weeks in advance of the proposed date of starting work on each part of building, regardless of current schedule dates. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to

Medical Center Director, Chief of Engineering, impacted service(s), COR and Contractor, as follows:

(Phasing plans will be coordinated for each task order prior to award.)

Note: The existing engine-generator set (prior to demolition) and the temporary engine-generator set (once installed and placed into service) will remain operational during construction and shall be accessible to the VA. All VA property must remain accessible to VA personnel throughout the duration of the project.

Phase I: Prepare for a temporary generator connection.

- The Manual Transfer Switchboard will be installed. The generator quick connect tap box and dry-type transformer will also be installed and placed in service. A temporary generator will be

01 00 00 - 8 furnished by the Contractor and connected to the new generator quick connect tap box until the permanent engine generator has been installed and commissioned.

- The new Manual Transfer Switchboard will be wired into the

Automatic Transfer Switchboard. A brief outage will occur in order to connect the new switchboard to the existing switchboard.

New Surge Protective Devices will be installed in the existing

Automatic Transfer Switchboard during the outage.

Phase II: Replacement of the existing generator.

- Once the Manual Transfer Switchboard is in service, the existing generator (and all associated auxiliaries) will be removed and the new engine generator (and all associated auxiliaries) installed with no additional outages.

- The new engine generator will be commissioned and placed into service. Once accepted by the Owner, the temporary generator will be removed.

The contractor will furnish all necessary fuel for approximately two

(2) months and perform all required maintenance on the temporary generator and ensure that the generator assumes the load in accordance with NFPA 70, 2020 Edition, NFPA 99, 2021 Edition and

NFPA 101, 2021 Edition.

H. The building outlined in task order scope of work is unoccupied and therefore will not need to be vacated while alterations are performed.

I. Construction Fence: Where applicable, before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m

(seven feet) minimum height, around the construction area or storage yard. Construction area/laydown yard will be coordinated with COR before award of task order. Provide pedestrian and/or vehicle gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum

375mm (15 inches). Bottom of fences shall extend to within 25mm (one inch) above grade. Fence to include privacy screening. Gates shall be kept closed at all times, except when in use. Contractor shall keep

01 00 00 - 9 gates locked at all times when construction personnel are not present, and shall provide its own lock. The VA will provide an additional lock to daisy-chain all gates to allow VA personnel access for inspection, safety, and security. Security of work and storage areas are the responsibility of the Contractor. Fencing shall be removed at the end of each task order, contract period of performance, when no longer needed, or when directed by or coordinated with the COR.

J. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance; therefore:

1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) and maximum of 27 degrees C (80 degrees F) at all times, except as otherwise specified or required by material manufacturers’ storage and installation requirements or conditions coordinated prior to award of task order.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal), whichever will be required to respond to an alarm from Contractor's employee or watchman.

3. Perform housekeeping duties daily. Keep work site free from slip, trip, and fall hazards. Properly dispose of all construction debris daily. Store materials neatly and out of pathways. Do not obstruct emergency egress.

K. Utilities Services: Maintain existing utility services for Medical

Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.

Where necessary to cut existing water, steam, gas, sewer, or air pipes, conduits, wires, cables, etc. of utility services, or fire protection or communications systems (including telephone), they shall be cut and capped at suitable places where shown or, in absence of such indication, where directed by COR.

1. No utility service such as water, gas, steam, sewer, electricity, fire protection systems, or communications systems may be

01 00 00 - 10 interrupted without prior approval of COR. Electrical work shall be accomplished with all affected circuits or equipment de-energized.

When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Chief of Engineering and Medical Center

Director’s prior knowledge and written approval from COR. Refer to specification Section 26 05 11, REQUIREMENTS FOR ELECTRICAL

INSTALLATIONS for additional requirements.

2. Contractor shall submit a request to interrupt any such services to

COR, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.

3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.

4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the COR.

5. In case of a contract construction emergency, service will be interrupted on approval of COR. Such approval will be confirmed in writing as soon as practical.

6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.

L. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes, etc. and their hangers or supports which are to be abandoned but are not required to be entirely removed, shall be sealed, capped, or plugged at the main, branch, or panel they originate from.

The lines shall not be capped in finished areas, but shall be removed and sealed, capped, or plugged in ceilings, within furred spaces, in

01 00 00 - 11 unfinished areas, or within walls or partitions so that they are completely behind the finished surfaces.

M. To minimize interference of construction activities with flow of

Medical Center traffic, comply with the following:

1. Keep roads, walks, and entrances to grounds, to parking, and to occupied areas of buildings clear of construction materials, debris, and standing construction equipment and vehicles.
