Bid opening will remain on September 14, 2021 at 2:00 PM CT. See solicitation for further instructions.

Diana K. Grube Contracting Officer

Questions and Answers:

1. Question: Can you please clarify if bid deduct 5 is included? Bid deduct 5 is missing from price schedule in the solicitation but, is included in the drawings and specs. It should have been included, verify with the CO if it was included in the solicitation.

Answer: See revised schedule

2. Question: Can you please provide a specification for re-bar for slab and masonry repairs?

Answer: There is a section within the 03 30 00 Cast-in-Place Concrete specification for reinforcement bars, as well as Concrete Reinforcement details in the structural design documents. There is a section within the 04 20 00 Unit Masonry specification for reinforcement bars, as well as Concrete Masonry details in the structural design documents.

3. Question: "The contractor will furnish all necessary fuel for approximately two (2) months and perform all required maintenance on the temporary generator and ensure that the generator assumes the load in accordance with NFPA 70, 2020 Edition, NFPA 99, 2021 Edition and NFPA 101, 2021 Edition."

1) Is any periodic testing /start-up of the temporary generator required? 2)If yes, what is required and what is the frequency? 3)If yes, will the periodic testing/start-up of the generator be the responsibility of the contractor or VA?

Answer: Since the temporary generator is taking the place of the permanent emergency generator, monthly testing would be required as is done with the permanent generator. The contractor will be required to perform the monthly test and a VA representative will witness the test.

4. Question: "K. At the completion of the field tests, fill the main storage tank and day tank with fuel” Can the VA please provide the volume of the main storage tank and its approximate current level of fuel?

Answer: The main storage tank is a 6000-gal tank, and the day tank will be 50 gal. The contractor will only be required to replace the fuel that was used during the testing. The fuel level can be determined prior to testing and then after testing to determine the fuel that the contractor is responsible for.

5. Question: Can the VA please provide the ACM and LBP survey?

Answer: Yes, we can provide the ACM/LBP survey. See attached for survey.

6. Question: The list of required special inspections appears to include areas of work that are beyond the scope of this project. Can the VA please provide an updated Schedule of Special Inspections?

Answer: The following inspection requirements can be removed from the Schedule of Special Inspections:

A. Structural Steel Welding Section C. Structural – Steel – Non-Destructive Testing Section H. Geotechnical – Soil Inspection Section

7. Question: Sheet ES-601 Electrical one line diagram the feeder from the quick connect box and the new transformer is listed as a T750P on the schedule. It is feeding a 3000A breaker in the manual transfer switch. This feeder that is being shown is only good for 1200 amps and the transformer can produce a little over 2000 amps. Is this the wrong conduit and wire label?

Answer: The T750P feeder is between the 1200A quick connects and the primary side of the transformer, so it is rated for the 1200A rating of the quick connects. T750S is the feeder from the secondary side of the transformer to the 3000A breaker in the manual transfer switch, which is rated for at least 3000A.

8. Question: 3.2 B." A UL representative shall inspect the lightning protection system. Obtain and install a UL numbered master label for each of the lightning protection systems at the location directed by the UL representative and the COR." After award will the VA be able to provide the current master label certification for the building?

Answer: The VA cannot guarantee the current master label can be provided.

9. Question: 3.2 B." A UL representative shall inspect the lightning protection system. Obtain and install a UL numbered master label for each of the lightning protection systems at the location directed by the UL representative and the COR." Reference RFI 8: If the VA is unable to provide the current master certifications, would the VA accept a letter of findings instead of the master label certification?

Answer: The VA is willing to accept a letter of findings.

10. Question: The industry is currently experiencing extended lead times on generators. The current best guess lead time from the manufacturer is 22 weeks after approved submittal. Would the Government consider adding a 45-day administrative period for submittal approval and material requirement or extending the POP to 285 days?

Answer: The period of performance will be extended to 45 calendar days on each bid item. See schedule for details.
