Statement of Requirements
FY 25 Off Road Vehicle (ORV) Ramp Sand and Clay Material
1.0 INTRODUCTION
The National Park Service (NPS) Outer Banks Group (OBG) has a requirement for sand and clay materials to be provided for Off Road Vehicle (ORV) ramp maintenance on Ocracoke Island, NC.
2.0 MATERIAL DELIVERY SITE LOCATION
The site location:
1) Ocracoke Ramp 72
a. 35.1062 o N, 75.9697 o W
3.0 BACKGROUND AND EXISTING CONDITIONS
The NPS maintains vehicle access ways to Cape Hatteras National Seashore using sand for the surface. Sand, per the instructions of the North Carolina Coastal Area Management Agency
(CAMA) can be used for repairs and maintenance to the access ways. NC Highway 12 runs from Bodie Island south to Ocracoke Island. The NPS has sand ramps at various locations along
Highway 12, including Ramp 72. Ramp 72 is approximately 20 ft wide and 1.75 miles long.
Ramp 72 begins along Highway 12 on Ocracoke Island (Irvin Garrish Highway) just outside of the town of Ocracoke, emptying to the beach facing the Atlantic Ocean. Figure 1 below shows the entrance to Ramp 72. The sand along ramp 72 can form ruts, become uncompacted, and otherwise be displaced from vehicle traffic use and weather events causing depressions and potholes within the driving lanes.
Most ORV sand ramps and access routes are accessible only by four wheel drive passenger vehicles or heavy construction equipment suitable for off road purposes.

4.0 MATERIAL SPECIFICATIONS
Sand material must meet the following specifications:
a. The sand must be obtained from a source considered to be local to the Outer
Banks. Local material is considered to be material having zero content of invasive species of plants or any organic material. Topsoil will not be accepted.
High silt content will not be accepted. Waste Dredge material will not be acceptable. Unsuitable material will be rejected and removed by the vendor at the vendor’s expense and will not be dumped on site.
b. Material shall be delivered in vehicles (4 wheel drive or equivalent) which can exit the paved surface and traverse Ramp 72 to the location needed. Materials shall be delivered and dumped along one side of Ramp 72 approximately ¼ mile down Ramp 72. No material shall be dumped into adjacent wetlands, and material shall not be dumped in a fashion so as to block the width of Ramp 72 from on going traffic.
c. The vendor supplying the sand is responsible for obtaining test results of the content of the material. The test results must be submitted to the NPS prior to delivery. Test results must be performed by an independent lab. The test requirement is for each supply location if more than one vendor is used. The soil sieve analysis must show the particle distribution including at a minimum:

i. Sieve size
ii. Percent passing each sieve.
iii. Total percent gravel/coarse grains
iv. Total percent sand
v. Total percent silt
vi. Total percent clay
vii. Soil group classification
d. Sand must be a medium grade/ building or fine sand material that meets the following gradation:
Sand Gradation
Sieve Size Percent Passing
#4 95-100
#8 85-100
#10
#16 50-85
#30 25-60
#40
#50 15-30
#60
#80
#100 10-15
#200* 8-15
Although silt material is undesirable, a minimum of 8% clay material is required in Sand. A higher content of Clay material than 15% may be submitted for approval by the NPS.
Clay material must meet the following specifications:
1) The clay soil mixture must meet the following specifications:
a. The clay mix must be obtained from a source considered local to the Outer Banks.
Local material is considered to be material having a zero content of invasive species of plants, or any organic material. Top soil will not be accepted.
Unsuitable material will be rejected and returned to the vendor at the vendor’s expense and will not be dumped on site.
b. The clay mix will be a product referred to as sandy loam and have an overall gradation of the following: 60-80 percent sand; 5-10 percent silt; and 12-25 percent clay.
c. Percentages of the listed soil contents may vary by plus or minus 2-3 percent, which can be discussed with the vendor providing the material.
d. The vendor supplying the clay mix is responsible for obtaining test results of the content of the material. The test results must be submitted to the NPS prior to delivery. Test results must be performed by an independent lab. The test requirement is for one sample per dig location, or one sample per 1,000 cubic

i. Sieve size
ii. Percent passing each sieve
iii. Total percent gravel/coarse grains
iv. Total percent sand
v. Total percent silt (total passing #200 will not be acceptable)
vi. Total percent clay (total passing #200 will not be acceptable)
vii. Soil group classification
The NPS reserves the right to take samples of any or all deliveries to be tested for consistency and material distribution. The NPS reserves the right to withhold payment for any delivery that does not meet expectations as agreed upon between the NPS and the contractor providing the material. If the material is deemed inadequate the NPS may reject the delivery and the contractor must provide additional material until the full amount of acceptable material is received. The contractor may obtain additional samples and test above the required number at his own expense to verify overall consistency of the deliveries.
5.0 MATERIAL QUANTITIES
BASE BID:
Task 1: Provide product data (Gradation/Sieve Analysis) and one sample submittal for the material to be provided. The product data must be for the actual material intended to be provided and for material taken from the same quarry/location. Two sieve analyses are required: One from a sample prior to delivery start and the second after approximately half of the material has been delivered.
