1.06 INTERPRETATION OF SPECIFICATIONS, SCOPE OF WORK AND WORKING DRAWINGS

(IF ANY)

NOTE: Be advised: do not bid this project unless you read and understand the following.

A. Project Manual Technical Specifications Scope of Work Working drawings, if any (Working drawings suitable for obtaining any and all necessary permits and for the proper prosecution of the work for each project are to be provided by the contractor.)

B. As no specific portion of work in this project is independent of all others, each trade shall be responsible for reviewing and understanding ALL sections of the scope of work, working drawings, if any, and specifications to determine how they will influence their particular portion of work. The Prime Contractor shall be responsible for assuring proper coordination and exchange of information between the trades as to how each relates to and is influenced by the others.

C. The intent of the scope of work, working drawings, if any, is to indicate critical dimensions, position, and kind of construction, and the specifications indicate qualities and methods. Any work in the scope of work or on the working drawings, if any, not mentioned in the specifications, or any work described in the specifications and not detailed in the scope of work or working drawings, if any, shall be constructed as if they were fully detailed and described in both. Work not detailed, marked, or specified, shall be the same as similar parts that are detailed, marked, or specified. See Item G below.

D. All work is new “unless otherwise noted” (U.O.N.).

E. Critical dimensions (i.e. dimension required by code or regulation) shall be denoted as

"clear". "Clear" denotes dimensions required between finished walls, components, etc.

All other dimensions will be from face of stud to face of stud, centerline to centerline, or outside face of stud to outside face of stud. Should any question arise concerning the dimensions, the Prime Contractor shall call the Owner immediately for clarification or proceed at their own risk. Due to production processes, the working drawings, if any, should not be scaled for materials takeoffs or other purposes. Contractor acknowledges that information gathered using this means is solely Contractor’s responsibility.

F. The Contractor should visit the site prior to submitting a bid for the work. Failure to visit the site will not release the Prime Contractor from the responsibility of knowing the site, its existing conditions, and how it will influence their bid. At the site, the Prime Contractor shall acquaint themself with the existing conditions and how they will influence the scope and the intent of, and the subsequent bid for, the Work.

G. When reviewing the scope of work, working drawings, if any, or specifications prior to the bid, the Prime Contractor shall notify the Owner in writing of any discrepancies, unclear instructions, errors, etc. that they believe will influence the outcome of their bid and/or the construction of the work. This includes typical errors or ambiguities in the scope of work, the specifications or notational errors in the working drawings, if any, where the interpretation is doubtful or where the error or ambiguity is sufficiently apparent as to alert a responsible and responsive Prime Contractor that they should obtain clarification of the matter prior to completing their bid. The Owner and/or contractor shall issue clarifications, in the form of an addendum, to all plan holders to within ten days of the bid date. No verbal clarification shall be valid. With this exchange of information, it shall be assumed that the Contractor thoroughly understands the scope and intent of the scope of work, working drawings, if any, and specifications in relationship to all aspects of the Work. Claims of not understanding the scope and intent of the scope of work, working drawings, if any, or specifications SHALL NOT be considered reasonable grounds for any increase in the contract amount after the bid is awarded.

1.07 ACCOMPLISHING THE WORK

A. Due to the nature of this work, the Prime Contractor will assume that when accomplishing a detailed portion of the work, if another portion is damaged or otherwise affected, the contractor shall repair and/or correct the affected portion and return it to its original or better condition at no additional cost to the Owner.

B. Should a discrepancy be discovered in: 1. Work done by others; or, 2. Work done by one trade that affects work to be done by another or other trades, the Prime Contractor shall notify the Owner at once and in writing. If the Contractor proceeds with the work so affected without having given such written notice and without receiving the necessary approval, decision, or instructions in writing from the Owner, then he/she shall have no valid claim against the Owner for the cost of so proceeding and shall make good any resulting damage or defect. No verbal approval, decision, or instruction shall be valid or be the basis for any claim against the Owner, its officers, employees, or agents.

C. If rehabilitation work is part of the Project, the Contractor shall be responsible for securing and preventing damage or thefts from the Owner's tenants within the Project site property during work in progress, and shall resolve all claims from such occurrence.

D. The Contractor shall give the Contracting Officer full information in advance of his, her or its plans for carrying on any part of the Project. If, at any time before the beginning or during the progress of the work, any part of the Contractor's plant, or equipment, or methods of execution of the work, appear to the Contracting Officer to be unsafe, inefficient, or inadequate, to insure the required quality or rate of progress of the work, the Contracting Officer may order the Contractor to increase or improve the Contractor's facilities or methods, and the Contractor shall promptly comply with such orders; but neither compliance with such orders nor failure of the Contracting Officer to issue such orders shall relieve the Contractor's obligation to secure the degree of safety, the quality of the work, and the rate of progress required by the Contract Documents. The Contractor alone shall be responsible for the safety, adequacy and efficiency of his, her or its plant, equipment and methods used for the Project.

PART 3 – EXECUTION

01035: Change Order and Contract Modification Procedures

SECTION 01035

CHANGE ORDER AND CONTRACT MODIFICATION PROCEDURES

1.01 REQUIREMENTS INCLUDED

A. Promptly implement change order procedures.

1. Provide full written data required to evaluate changes as required by the Contracting Officer.

2. Maintain detailed records of work done on a time-and-material/force account basis, and submit records to the Owner daily.

3. Provide full documentation to Owner as requested.

B. Designate in writing the member of Contractor's organization:

1. Name of person who is authorized to accept changes in the Work.

2. Name of person who is responsible for informing others in the Contractor's employ of the authorization of changes in the Work.

C. The Contracting Officer is the ONLY person who is authorized to approve Potential Change Orders and execute Change Orders. Work may not begin on a Potential Change Order until authorization has been given by the Contracting Officer in writing. Work performed without written authorization by the Contracting Officer will be done at the contractor’s risk and expense.

1.02 RELATED REQUIREMENTS

A. Agreement: The amounts of established unit prices.

B. General Conditions:

1. Methods of determining cost or credit to Owner resulting from changes in Work.

2. Contractor's claims for additional costs.

C. Section 01025: Measurement and Payment.

D. Section 01700: Closeout

1.03 DEFINITIONS

A. Change Order: A form of contract used for amending construction contracts. It is comprised of approved Potential Change Orders.

B. Field Order: A written order to the Contractor, signed by the Contracting Officer, which amends the Contract Documents as described, and authorizes Contractor to proceed with a change which may affect the Contract Amount or the Contract Time, for inclusion in a subsequent Change Order.

C. Supplemental Instructions: A written order, instructions, or interpretations, signed by

Contracting Officer, making minor changes in the Work not involving a change in Contract Amount or Contract Time.

D. Potential Change Order (PCO): A proposal written by the contractor for work that may be included in a subsequent Owner-issued Change Order.

1.04 PRELIMINARY PROCEDURES

A. Owner may initiate changes by requesting a Potential Change Order (PCO) from the Contractor. When requesting a PCO, the Owner may need to provide the following information:

1. Detailed description of the Change, Products, and location of the change in the

Project.

2. Supplementary or revised Scope of Work, Drawings, if any, and Specifications.

3. The projected time span for making the change and a specific statement as to whether overtime work is, or is not, authorized.

4. A specific period of time during which the requested price will be considered valid.

5. Such request is for information only, and is not an instruction to execute the changes, or to stop Work in progress.

B. The contractor may also initiate changes by preparing the Potential Change Order without a directive to do so. In this case, the contractor shall include the applicable information as detailed in items 1 through 5 above so that the Owner may make an informed decision after reviewing the information. Work may not begin until the PCO is approved in writing by the Contracting Officer, or unless a Field Order is issued (see below).

1.05 FIELD ORDER

A. If justified, the Contracting Officer may issue a Field Order for the Contractor to proceed with a change for subsequent inclusion in a Potential Change Order. Field Orders are to be issued when there is a change that must be made immediately (e.g. an emergency) or within a time period that does not allow adequate time for a PCO to be written, negotiated and approved. By issuing the Field Order, the Contracting Officer is directing the contractor to perform the work as soon as possible, subject to an equitable adjustment to the contract price at a later date via a Change Order.

B. The Field Order will describe the reason for the order and, if necessary, will describe changes in the Work, both additions and deletions, with attachments of revised Contract Documents to define details of the change, if necessary.

C. The Contracting Officer will sign and date the Field Order as authorization for the

Contractor to proceed with the changes. The contractor shall prepare a PCO for the work as soon as possible. Unless the work is authorized to be done on a Time and Materials or

Unit Price basis, the breakdown of labor and materials shall be prepared as shown below in “Lump Sum Basis”.

1.06 DOCUMENTATION OF POTENTIAL CHANGE ORDERS

A. “Lump Sum” basis: Support each quotation for a lump-sum proposal, and for each unit price, which has not previously been established, with sufficient substantiating data to allow Owner to evaluate the quotation:

1. Labor required.

Calculation of labor wage rates for change order work shall be based on the wages used by contractor when bidding the project, subject to negotiation with the Contracting Officer.

Contractor shall show a breakdown of labor when submitting a PCO for consideration. No lump sum amounts are to be shown. Number of labor hours multiplied by the wage rate as described above shall be shown for each of the categories of work being performed as part of the change order. Subcontractors are also required to itemize their labor in this manner. Subcontractor’s proposals to the General Contractor are required to be submitted along with the General Contractor’s PCO.

2. Materials and equipment required. Materials costs shall be itemized to the extent that a reasonable evaluation can be made. Where applicable, Contractor shall indicate the number of “units” of material multiplied by the unit price cost of that material (e.g. 3 cubic yards of concrete x $80 per cubic yard). Sales taxes should be indicated where applicable.

3. Profit and overhead. Once the labor and materials have been added together, a maximum total of 15% for profit and overhead (P+O=15% max.) may be added for work performed by the General Contractor’s own forces. For work performed by the General Contractor’s subcontractors, a maximum total of 10% may be added to the subcontractor’s total by the General Contractor.

4. Bonds. A bond premium may be added to the profit and overhead, but the contractor must provide proof of the actual bond premium rate they are paying.

Compensation for the bond premium may not exceed 3%.

5. Credit for work deleted from Contract, similarly documented.

6. Justification for any change in Contract Time.

a. Justification will include the other work impacted and how that impacts the critical path of the schedule.

b. Documentation of the resources required in calculating the time needed for the additional work.

B. Time-and-materials basis (as previously authorized): Support each claim for additional costs, and account basis, with documentation as required for a lump-sum proposal, plus additional information:

1. Name of the Owner’s representative who ordered the work, and date of the order.

2. Dates and times work was performed, and by whom.

3. Time record, summary of hours worked, and hourly rates paid.

4. Receipts and invoices for:

a. Equipment used, listing dates and times of use.

b. Products used, listing of quantities.

c. Subcontracts.

C. Unit Price basis: Amounts of the unit prices are to be:

1. Those stated in the Contract, if applicable.

2. Those mutually agreed upon between Owner and Contractor.

When quantities of each of the items affected by the Change Order can be determined prior to start of the work, the Contracting Officer will sign and date the contractor’s PCO (indicating the desire to proceed on a Unit Price basis) as authorization for Contractor to proceed with the changes.

When quantities of the items cannot be determined prior to start of the work:

1. Owner will issue a Field Order directing Contractor to proceed with the change on the basis of unit prices and will cite the applicable unit prices.

2. At completion of the change, Owner will determine the cost of such work based on the unit prices and quantities used.

a. Contractor shall submit documentation to establish the number of units of each item and any claims for a change in Contract Time.

D. Costs Due to Time Extensions

1. When a time extension is being requested, whether as a result of additional work or not, the Potential Change Order must include all costs (both direct and indirect) related to the work and the extended schedule.

1.07 PREPARATION OF CHANGE ORDERS

A. Owner will prepare each Change Order. Multiple PCO’s may be combined into one Owner-issued Change Order.

B. The Change Order will describe changes in the Work, both additions and deletions, with

PCO’s and their associated documentation of the work performed as attachments to the Change Order.

C. The Change Order will provide an accounting of the adjustment in the Contract Amount and in Contract Time. The Owner’s representative, the Contractor and the Contracting Officer will sign the Change Order. Once executed, the Change Order will amend the contract purchase order with the proper addition or deletion to the contract amount and time period.

1.08 CORRELATION WITH CONTRACTOR'S SUBMITTALS

A. Revise Schedule of Values for Contract Payments and Request for Payment forms to record each change as a separate item of Work, and to record the adjusted Contract Amount.

B. Revise the Construction Schedule to reflect each change in Contract Time.

C. Upon completion of work under a Change Order, enter pertinent changes in Record

Documents.

01300: Submittals

SECTION 01300

SUBMITTALS

1.01 SUMMARY

A. The following items constitute submittals: shop drawings, product data, material lists, samples, and all other similar information specifically requested in the technical Specifications. The Contractor shall review, approve, and submit to the Owner all submittals within thirty (30) days of receipt of Notice to Proceed, unless a waiver is granted by the Owner in writing. If all required submittals are not furnished to the Owner within thirty (30) days of receipt by the Contractor of the Notice to Proceed, then all Progress Payments due Contractor shall be suspended until such time as the furnishing of submittals is complete, unless a waiver is granted by the Owner in writing.

B. The Contractor shall perform no portion of the Work requiring submittal and review of shop drawings, product data, samples, or other similar submittals requested until the respective submittal has been approved by the Owner. Any Work done before such approval shall be at the Contractor's risk.

C. The Contractor shall coordinate all such submittals, and review them for accuracy, completeness, and compliance with other contract requirements and shall indicate its approval thereon as evidence of such coordination and review. Submittals submitted to Owner without evidence of the Contractor's approval may be returned for resubmission.

The Owner will indicate an approval or disapproval of the submittals, and if not approved as submitted shall indicate the Owner's reasons therefore. Approval by the Owner shall not relieve the Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance with (E) below.

D. If submittals show variations from the contract requirements, the Contractor shall describe such variations clearly on the submittal at the time of submission. If the Owner approves any such variation, the Owner shall issue an appropriate modification to the contract, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.

E. Whenever a product is identified in the Contract Documents by reference to manufacturer’s name, trade name, catalog number or the like, it is so identified for the purpose of establishing a standard. Products of other manufacturers may be equally acceptable, provided the proposed products are determined by the Owner to be equal to the specified product.

F. Timing: Provide submittals within the time specified herein. Submittals shall be made far enough in advance of scheduled dates of installation to allow the time required for reviews, for securing necessary approvals, for possible revision and re-submittal and for placing orders and securing delivery.

G. Unless otherwise specifically permitted by the Owner, make submittals in groups containing associated items.

H. Identification: Identify each submittal and re-submittal with the following information:

1. Project name and address as they appear on the Contract Documents.

2. Contractor's name.

3. Contractor's address.

I. Coordination of Submittals: Prior to submittal for Owner, review and fully coordinate the materials as follows:

1. Determine and verify field dimensions and conditions, materials, catalog numbers and similar data.

2. Coordinate as required with the various types of Work and public agencies involved.

J. Completeness: Submittals shall be complete; the Owner will reject partial submittals for not complying with the Contract Documents.

1.02 SHOP DRAWINGS, PRODUCT DATA AND SAMPLES

A. General:

1. Submit as required by the various Specification Sections.

2. Submit electronic copies to the Owner.

3. Allow a minimum of ten (10) working days from the date of receipt by the Owner for processing by Owner and consultants.

4. The Owner shall not accept substitutions or limitations on color/material choices due to delays in the submission of Shop Drawings/Product Data.

5. The Owner reserves the right to direct the Contractor to complete the Project with the installation of temporary materials until the selected permanent materials are available, at which time the permanent materials shall be installed without an increase in the Contract Sum and without an extension of the Contract Time.

a. The Owner also reserves the right to require the Contractor to install the permanent materials during regular working hours/days without an increase in the Contract Sum and without an extension of the Contract Time.

B. Shop Drawings:

1. "Shop drawings" means drawings, submitted to the Owner by the Contractor, subcontractor, or any lower tier subcontractor, showing in detail (1) the proposed fabrication and assembly of structural elements and (2) the installation (i.e., form, fit, and attachment details) of material of equipment. It includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, or any other similar materials that may be required to explain in detail the specific portions of the work required by the contract. The

Owner may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract.

2. Provide submittals on all significant components of the project and any additional submittals as requested by the Owner, and submit as requested by the various Specification Sections.

3. The Owner or its consultants, as applicable, will review the Shop Drawings; mark with required revisions, stamp, and indicate the appropriate status.

4. Review the returned shop drawings and take appropriate action as indicated. If re-submittal is required, make revisions and indicate them with a "cloud", stamp and date, and resubmit in the same manner and number as for the original submittal.

5. Only those Shop Drawings which bear stamps and/or signatures showing final review of the Contractor, Owner and Owner Consultants, if applicable, shall be used.

C. Product Data:

1. Submit in the quantity required to be returned, together with one copy each of brochures, catalog cuts and similar material.

2. Review, processing and distribution of Product Data shall be the same as that for Shop Drawings.

D. Samples:

2. Where Samples have natural variations in texture, color or dimension, submit Samples showing the extreme range plus the middle range of colors.

3. Ship samples to Owner offices, carriage prepaid. Samples to be returned to the

Contractor will be returned, carriage collect.

1.03 RESPONSIBILITY

A. Submittals shall be prepared by the Contractor or its suppliers, but shall be submitted as the instruments of the Contractor. Therefore, the Contractor shall check the submittals of its suppliers as well as its own submittals before submitting them to Owner. In particular, the Contractor shall ascertain that the submittals meet all requirements of the project.

B. Each submittal submitted for review shall bear a stamp or signature certifying that it has been checked by the Contractor with respect to conformance with the Contract Documents.

C. If submittals show variations from Contract Documents, the Contractor shall make special mention thereof in his letter of transmittal and on the submittal itself.

D. The Contractor shall be responsible for any adjustments, additions, etc., required due to deviation from the Contract Documents without an increase in the Contract Sum and without extension of the Contract Time.

E. The Contractor shall be fully responsible for observing the need for and making any changes in the arrangement of piping, connections, wiring, manner of installations, etc., which may be required by the equipment he proposes to supply both as pertains to his own work and any work affected under other parts, headings, or divisions of the Scope of Work, Drawings, if any, and Specifications.

1.04 PATTERNS AND COLORS

A. Unless the exact pattern and color of a product are indicated in the Contract Documents, whenever a choice of pattern or color is available for a product, submit accurate color charts and pattern charts to the Owner for review and selection.

01311: Progress Schedule

SECTION 01311

PROGRESS SCHEDULE

1.01 GENERAL

A. The Contractor shall, within five (5) days after the work commences on the contract or another period of time determined by the Owner, prepare and submit to the Owner for approval three (3) copies of a practicable schedule showing the order in which the Contractor proposes to perform the work.

B. If the Contractor fails to submit a schedule within the time prescribed, the Owner may withhold approval of progress payments or take other remedies under the contract until the Contractor submits the required schedule.

C. Prepare a progress chart in the form of a detailed critical path method schedule loaded with Resources and Costs. In preparing this schedule the scheduling of construction is the responsibility of the Contractor. Prepare the schedule to demonstrate adequate planning and execution of the work and to enable the Owner to evaluate the reasonableness of the proposed schedule and to evaluate the progress of work.

D. The original completion date established in this Contract also establishes the contract duration, and the contract amount is agreed to include all time-related indirect costs required for the contractor's supervision and administration of work occurring throughout this duration, including such costs associated with any change order, unless otherwise noted through the approval of the Contractor’s more aggressive schedule approved by the Owner

The Owner’s acceptance of any schedule showing completion occurring prior to the original completion date established by the Contract shall not bind the Owner for any increase in cost associated with the contractor's supervision or administration of the work, whether or not changed, during the period from Notice to Proceed through the original contract completion date.

E. The parties agree that the nature of a bar chart type schedule precludes the ability to analyze the effect of any circumstances affecting the durations of construction activities.

Because a network type schedule showing the logic dependence relationships between activities is required in order to perform such an analysis, only that type of schedule is acceptable for use in the discussion of alleged delays to completion resulting from circumstance beyond the control or influence of the Contractor. Nothing in this Section precludes the Contractor from submitting a network-type (CPM or precedence) schedule to fulfill the requirements of this section.

1.02 SCHEDULE

A. Prepare the schedule under the supervision of the contractor's project manager and superintendent.

B. System shall comprise network diagrams, and summary bar charts. The diagrams shall show elements of the project in detail and the entire project summary.

1. Diagrams shall show the order and interdependence of activities and the sequence in which the work is to be accomplished as planned by the Contractor.

The basic concept of a network analysis diagram will be followed to show how the start of a given activity is dependent on the completion of preceding activities and how its completion restricts the start of following activities. Show similar activities, which occur, in separate areas or at different times as separate activities. The number of activities and the level of breakdown of the project into separate activities shall be acceptable to the Owner.

2. Progress chart activities shall include the following:

a. All construction activities.

b. Submittals and approvals of materials and shop drawings.

c. Procurement, fabrication, and installation of critical materials and equipment.

d. All activities of the Owner or others that affect progress.

e. Actions which must be complete prior to start of construction, for example, progress schedule approval, quality control program approval, and so forth.

f. Activities for separate buildings and/or features shall be identified and grouped on the network and the interdependence of these groups shall be shown.

g. Substantial Completion activity shall be shown comprising requirements specified in Division I to occur prior to the completion date.

h. Contract required dates for completion of all or parts of the work.

i. Resources and costs. Resources shall include staffing levels required to meet the schedule.

j. Final Completion and Acceptance activities shall not exceed thirty (30) days after Substantial Completion.

3. Show the following information on the diagrams for each activity: Preceding and following event numbers, description of the activity, and activity duration in calendar days. In calculating activity duration’s, Saturdays, Sundays, holidays, and normal inclement weather shall be considered. The network diagram shall conform to the standards demonstrated in the sample attached at the end of this Section.

4. Obtain information from subcontractors and others necessary to establish logic relationships, and durations.

C. Contractor shall participate in a review and evaluation of the proposed bar chart by the Owner. Resubmit any revisions necessary as a result of this review for approval by the Owner within five (5) calendar days after the conference. The approved schedule shall then be used by the contractor for planning, organizing and directing the work, for reporting progress, and for requesting payment for work accomplished. If changes in the method of operating or in scheduling are made, notify the Owner of all the affected portions of the detailed diagrams showing the effect of any such change on the entire project. A change requiring re-submittal is one for which variation in estimated or actual activity durations create a reasonable doubt, in the Owner’s opinion, as to the contractor’s ability to meet the contract completion date or dates.

D. For schedules showing completion occurring after the completion date as amended by executed change order; the monthly report will also include updated diagrams. At the Owner’s direction, the contractor shall submit a Recovery Schedule including current and future construction activities and describing the contractor’s planned corrective actions necessary to achieve the completion date.

E. Sheet size diagrams shall be as approved by Owner. Each updated copy shall show a date of the latest revisions.

1.03 RECOVERY SCHEDULE

A. For schedules showing completion occurring after the Completion Date as amended by executed Change Order, submit Recovery Schedule.

B. Whenever actual progress lags previously scheduled progress by more than 5%, submit

Recovery Schedule. For the purposes of this paragraph, scheduled and actual progress are defined to mean the duration of the entire project as originally scheduled together with executed time extensions, as compared to the actual duration as currently scheduled. For the purpose of illustration, if a project has an original duration of ninety

(90) days and ten (10) days time extension by executed Change Order, and the current schedule show the project completing in one-hundred and six (106) days, the project is 6% behind schedule and a Recovery Schedule is thus required.

C. If the Owner determines upon the basis of inspection conducted that the Contractor is not meeting the approved schedule, the Contractor shall take steps necessary to improve its progress, including those that may be required by the Owner, without additional cost to the Agency In this circumstance, Owner may require the Contractor to increase the number of shifts, overtime operations, days of work, and to submit for approval any recovery schedule.

D. Failure of the Contractor to comply with the requirements of the Owner under this clause shall be grounds for a determination by the Contracting Officer that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the Contract. Upon making this determination, the Contracting Officer may terminate the Contractor’s right to proceed with the work, or any separable part of it, in accordance with the Default Clause of this contract.

1.04 DELAYS

A. Contractor shall notify the Owner in writing of any potential delays to the schedule that can be avoided by Owner action. The notice shall be given as soon as the Contractor is aware of the issue and will include the following information:

1. The item or issue that requires Owner action.

2. The date, and the justification therefore, by which the Owner response answer must be received to avoid the delay (a minimum of five business days is a reasonable time for such a response).

3. Where the item or issue is on the Critical Path to completion of the project.

4. How the item or issue impacts the Critical Path.

B. The Completion Schedule will be updated reflecting the resolution of the item or issue.
