About this file

This is a solicitation for a Vertical Francis Turbine Runner replacement for Unit A9 at the Hoover Powerplant, located in the Lower Colorado Basin Region. The project involves manufacturing a new stainless steel runner for the existing hydroelectric turbine, with comprehensive technical requirements for design, fabrication, testing, and documentation. Key specifications include creating a runner that can operate efficiently across a wide head range (250-575 feet) without cavitation, with stringent performance, material, and inspection standards.

The solicitation requires extensive technical submittals, including mechanical and hydraulic analyses, computational fluid dynamics studies, non-destructive examinations, material certifications, and detailed design drawings. The contractor must provide a runner that meets precise dimensional tolerances, surface finish requirements, and performance criteria, with a two-year warranty against cavitation. The project involves multiple inspection points, government witness testing, and requires the contractor to demonstrate the runner's homology and performance characteristics in accordance with international standards. The total project is managed by the U.S. Department of the Interior's Bureau of Reclamation, with a targeted completion date in March 2025.
